About this opportunity

The General Services Administration (GSA) Public Buildings Service Region 2 has issued a pre-solicitation notice seeking to lease 79 surface parking spaces in Utica, NY, located within one block of the Alexander Pirnie Federal Building & U.S. Courthouse. This parking lease procurement is intended to replace an expiring lease currently held by the U.S. Government for office and related space in the same area. Potential lessors must ensure their offered space meets government requirements for fire safety, accessibility, seismic standards, and sustainability, and the space cannot be located in a 1-percent-annual chance floodplain. The government will evaluate alternative spaces based on economic advantages, considering factors such as relocation costs, tenant improvement expenses, telecommunications infrastructure replication, and potential agency downtime. Expressions of Interest are due by August 6, 2025, with an estimated Market Survey scheduled for August 15, 2025, and projected occupancy beginning January 1, 2026.

This opportunity does not utilize any set-aside designations and is open to all qualified lessors. The lease structure calls for a 10-year full term with a 10-year firm term and no option periods, representing a significant long-term commitment for parking services. The procurement specifically requires 79 total parking spaces, all of which must be surface-level spaces with no structured or reserved parking spaces included in the requirement. While the government files do not specify award values or budget ranges, the 10-year lease term indicates a substantial investment in parking infrastructure to support federal operations. The government contacts for this opportunity are Nicholas Palermo, serving as the Lease Contracting Officer, and Fanni Frankl, the Leasing Specialist, who can be reached at Fanni.frankl@gsa.gov for additional information.
