About this file

This is a Pre-Solicitation Notice issued by the General Services Administration (GSA) seeking to lease 79 surface parking spaces in Utica, NY, located one block from the Alexander Pirnie Federal Building & U.S. Courthouse. The parking lease will have a full term of 10 years, with no option terms, and is intended to replace an expiring lease. The government will evaluate alternative spaces based on economic advantages, considering factors such as relocation costs, tenant improvement expenses, telecommunications infrastructure, and potential agency downtime.

Key dates for this opportunity include Expressions of Interest due by 8/6/2025, an estimated Market Survey on 8/15/2025, and projected occupancy on 01/01/2026. Potential lessors must ensure the offered space meets government requirements for fire safety, accessibility, seismic standards, and sustainability, and cannot be located in a 1-percent-annual chance floodplain. Interested parties are advised to review telecommunications prohibitions under Section 889 of the FY19 National Defense Authorization Act. The primary government contacts are Nicholas Palermo (Lease Contracting Officer) and Fanni Frankl (Leasing Specialist), who can be reached at Fanni.frankl@gsa.gov.
