About this opportunity

The Department of Homeland Security US Coast Guard Training Center Petaluma has issued a Special Notice of intent to award a sole-source purchase order for a projector upgrade project. The notice specifically relates to the procurement of a Mantis Optical Masking System from Electric Picture Display Systems, Inc. located in Petaluma, California. The government has determined that this vendor is the only source capable of meeting the specific technical requirements due to proprietary ownership of the optical masking system. The contract will involve hardware and software upgrades for the WMSL Full Mission Bridge simulator, utilizing unique masking technology at projected picture intersections. The notice is being processed under Federal Acquisition Regulation (FAR) 13.106-1(b)(1) procedures for situations where only one source is available.

The primary purpose of this Special Notice is to provide transparency about the intended sole-source contract and allow potential alternative vendors an opportunity to demonstrate their capabilities. Contractors interested in being considered must submit a capability statement by May 29, 2025, at 1100 PST, via email to Amanda Distasio. The government retains sole discretion in determining whether to compete the proposed contract based on received responses. The procurement is set aside for small businesses and is valued below the Simplified Acquisition Threshold. The project involves replacing eleven existing projectors with new Panasonic models, integrating existing Mantis Picture Blend Masking Systems, and completing the installation within 180 calendar days. Potential respondents should be prepared to demonstrate technical expertise in simulator projection systems and compatibility with the specific requirements outlined in the Statement of Work. Contractors will need to comply with various federal acquisition regulations, including provisions related to wages, cybersecurity, and labor standards.
