About this file

This document is a U.S. Coast Guard Justification for Other Than Full and Open Competition for a sole source procurement. The U.S. Coast Guard Training Center Petaluma intends to award a sole-source contract to Electric Picture Display Systems, Inc. for a projector upgrade at the WMSL Full Mission Bridge (FMB) simulator. The project involves installing new projectors, an automated picture warp, blending and color tuning system, and Electric Picture Mantis Optical Masking Hardware to replace existing high-fidelity Panasonic projectors and hardware controllers.

The justification is based on the proprietary nature of the Mantis Optical Masking system, which requires unique masking at each projected picture intersection. The document argues that using another vendor would require replacing a recently installed system that cost over $50,000, and other vendors do not support the patented Electric Picture Display Systems Mantis Optical Masking System. The procurement is valued at less than the Simplified Acquisition Threshold (SAT) and is being pursued under FAR 13.106-1(b)(1) for "only one source reasonably available." The target response date for capability statements is 29 May 2025 at 1100 PST.

THROUGH YOUR MARKET RESEARCH TO SUPPORT THE JUSTIFICATION TYPE:

Night operation-based training scenarios in the FMB simulator produce bands of light (dark light) which overlaps where each projector image intersects with its neighbor. This over-light causes bright bands on the projection wall which is extremely distracting to students. Uncorrected, the distraction is enough that it shifts focus from the training to the bands of over-light within the projected picture. Light masking systems are employed within simulator systems to mask over-light during “Dark light projection”. Masked projection allows students to focus upon the training tasks and the situations within the scenario and not on the “over-light”. The TRAINING Center Petaluma WMSL FMB simulator was recently updated to a new simulator software. During that project, additional projection hardware was installed to address the “over-light” issue. The Electric Picture Mantis Optical Masking system was employed on nine forward facing projectors to provide an automated approach to shift from “Day time training scenarios” to “Nighttime training scenarios”.

Electric Picture technicians performed extensive projector tuning and maintenance during the prior project and installed the Mantis Optical Masking system. The Mantis Optical Masking system is a proprietary system offered and supported by Electric Picture Display Systems. Every installation of the Mantis system requires unique masking at each projected picture intersection. Our installation requires eighteen custom manually blended intersections.

While other optical masking systems are available, utilizing another vendor will require the use of a masking system which is supported by that vendor. Other vendors do not support the patented Electric Picture Display Systems Mantis Optical Masking System. This would greatly impact our current project, adding additional costs to replace a system which is less than two years old and cost more than $50,000 to initially install. Display Systems not only supports the Mantis Optical Masking system but their technicians are also familiar with our installation, projector mounting hardware and have installed the same model Panasonic projectors (our previously purchased projector replacements), optical sensors and the automated picture tuning hardware we purchased during the first phase of the projector upgrade project as part of other installations for the US Navy and other US Government installations.
