About this opportunity

The Library of Congress is procuring third-party maintenance and support services for aging servers and Fiber Channel switches that are no longer supported by original equipment manufacturers. The requirement encompasses 24/7 technical support, next-day parts delivery, four-hour response times, and pre-tested replacement parts for HPE ProLiant servers, Dell PowerEdge servers, and Cisco MDS 9710 FC switches supporting critical applications including Copyright and loc.gov. Award will be made to the responsible offeror providing a technically acceptable proposal at the lowest evaluated price under a firm-fixed-price contract structure. The solicitation requires offerors to submit complete pricing for the base year with all mandatory information included; partial pricing will render proposals unacceptable. The original proposal deadline was extended through Amendment 0002 to March 25, 2026, at 2:00 PM Eastern Time, with inquiries required to have been submitted by February 17, 2026.

This is an unrestricted acquisition with no set-aside designations. The contract covers support for approximately 96 servers (split between ITSO and PSN Server Support) and 20 Cisco MDS 9710 FC switches across three separate firm-fixed-price contract line items. The base performance period runs from March 31, 2026, through March 30, 2027, with three one-year option periods extending through March 30, 2030. Services will be performed at multiple Library of Congress facilities located in Washington, DC, and satellite locations including Manassas, Madison, Jefferson, Cabin Branch, Fort Meade, NAVCC, and Wise, Virginia. Contractor personnel requiring access to Library facilities or IT systems must complete background investigations and security training, and all respondents must execute a Non-Disclosure Agreement protecting confidential information regarding the DC2 and DC4 data center locations.
