About this opportunity

The Library of Congress seeks contract support to modernize the theatrical rigging control systems for the historic Coolidge Auditorium, with proposals due August 26, 2026. This is an unrestricted procurement on a firm-fixed-price basis.

Place of performance is Washington, DC. The project requires removal of the legacy Wenger/JR Clancy control infrastructure installed in the 1990s and delivery of a complete turnkey replacement that unifies eight existing motorized scenic and rigging subsystems (movie screen, traveler curtain, act curtain, stage lighting pipe, audience lighting pipe, shell access door, acoustic curtains, and flipper/teaser system) into a single centralized control environment. All work must comply with historic preservation constraints and structural limitations per the Architect of the Capitol Preservation Policy and Standards. The contractor must provide site survey and system design, infrastructure removal, new control panel installation (not exceeding 2' x 2' footprint), variable-based motion control with preset options, global emergency stop system, one new curtain motor replacement, comprehensive testing and commissioning, one year of warranty maintenance and support, and complete documentation in PDF and DWG formats. All low-voltage cabling and network infrastructure must be furnished and fully isolated from the Library's IT network. Subcontractor consent from the contracting officer is required prior to formal subcontract agreements.

The contract includes a base period from September 29, 2026 through September 28, 2027 (Item 0001) and one year of warranty support from September 28, 2027 through September 27, 2028 (Item 0002). Evaluation uses best-value trade-off methodology, weighting technical approach, corporate experience, and past performance more heavily than price. A pre-proposal site visit is scheduled for August 11, 2026 (10:00 AM–12:00 PM EST); RSVP required by August 10. The NAICS code is 334310, Audio and Video Equipment Manufacturing; PSC is J040, Maint/Repair/Rebuild Of Equipment–Rope, Cable, Chain, And Fittings. Amendment 0001, effective August 17, clarifies that only one curtain motor is required (not both), and provides responses to offeror questions.

Update #2 · Latest ·

The Library of Congress (Library) requires contract support to modernize the theatrical rigging control systems for the historic Coolidge Auditorium.  The 485-seat venue opened in the 1920’s, designed with acoustic properties to support chamber music.  The venue began to support other types of performances, in addition to other types of events.  To support increased use, modernization was performed in the mid-1990’s which added motorized theatrical rigging and automation.  The legacy infrastructure and system added in the 1990’s was installed by Wenger/JR Clancy, and is characterized by distributed control points, variable motor behavior, and limited system intelligence.  The control unit for the system has been inoperable for over a year.  The installed infrastructure reflects a rigging ecosystem in which motorized scenic elements were deployed as semi-independent subsystems with limited interoperability and with centralized control unit.   At present, these subsystems can only be operated using standalone manual override stations, which are still operable for each component.  This modernization effort is intended to unify these systems into a single theater rigging control environment and replace the non-working control unit.  All work shall comply with historic preservation constraints, structural limitations, and restricted installation practices typical of protected performance venues.

The Contractor shall remove the current theatrical rigging control system and provide a new theatrical rigging control system for the Library’s Coolidge Auditorium.

Amendment 0001
