SECTION C - DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK

C.1. OVERVIEW / BACKGROUND. The Library of Congress (Library) requires contract support to modernize the theatrical rigging control systems for the historic Coolidge Auditorium. The 485-seat venue opened in the 1920’s, designed with acoustic properties to support chamber music. The venue began to support other types of performances, in addition to other types of events. To support increased use, modernization was performed in the mid-1990’s which added motorized theatrical rigging and automation. The legacy infrastructure and system added in the 1990’s was installed by Wenger/JR Clancy, and is characterized by distributed control points, variable motor behavior, and limited system intelligence. The control unit for the system has been inoperable for over a year. The installed infrastructure reflects a rigging ecosystem in which motorized scenic elements were deployed as semi-independent subsystems with limited interoperability and with centralized control unit. At present, these subsystems can only be operated using standalone manual override stations, which are still operable for each component. This modernization effort is intended to unify these systems into a single theater rigging control environment and replace the non-working control unit. All work shall comply with historic preservation constraints, in accordance with the most recent AOC Preservation Policy and Standards (See Attachment J-4).

C.2. SCOPE. The Contractor shall remove the current theatrical rigging control system and provide a new theatrical rigging control system for the Library’s Coolidge Auditorium.

C.3. REQUIREMENTS. The Contractor shall provide a new theatrical rigging control system. The theatrical rigging control system must integrate a full turnkey solution, which provides centralized control for the following existing motorized scenic and rigging systems, which currently operate as independent or semi-independent subsystems within a legacy control architecture. Existing cable paths and wall penetrations shall be re-used to the extent possible. The system must operate reliably in a live-performance environment, where motion failures or uncontrolled movement present life-safety risks. All systems shall remain mechanically intact unless field conditions or safety verification require corrective modification. The Contractor shall be responsible for ensuring compatibility between legacy control interfaces and the new centralized control architecture, including any required isolation, translation, or interfacing of legacy motor control systems.

C.3.1 Site Survey & System Design

A. Site Survey The Contractor shall coordinate with the COR to schedule and attend a site visit with Library staff and the Library of Congress’ Facilities Services Division to review the Coolidge Theater’s existing theater rigging control infrastructure – to include all rigging control elements and locations, cable paths, conduit, equipment racks, equipment motors. During the site visit the Contractor shall measure approximate distances for cable runs. Electrical power draw and heat load requirements based on the contractor’s proposal shall also be discussed with the Facilities Services Division.

The facility is a historic proscenium theater operating within a constrained architectural envelope that significantly limits mechanical expansion and routing flexibility. Existing motorized scenic systems remain in place and must be integrated without wholesale replacement. Structural load capacity is documented but may be field-verified due to variability in historic construction methods. Venue measurements include:

Proscenium opening: 31’ W x 19’ H;

Stage depth: 26’ ft.;

Fly loft height: 22’ ft;

Wing space: approximately 6’ ft.;

Existing motorized rigging infrastructure; and Documented structural load capacity: up to 1400 lbs (system-dependent).

The Contractor shall verify all existing conditions prior to beginning system design.

B. System Design

Within 60 business days after the site visit, the contractor shall submit to the COR a draft theater rigging control system modernization design (based on the requirements described in this statement of work) for the Coolidge Auditorium that includes:

a. the final equipment lists;

b. rigging control diagrams; and

c. associated power draw and equipment heat loads.

Within 15 business days of receiving the draft system design, The COR will schedule meetings to discuss and finalize the system design.

C.3.2 Infrastructure Removal Services The Contractor shall remove the current, broken control unit, associated legacy cable infrastructure, other unused cables, and components not required for the updated system (See reference image at attachment J-3).

The Library will provide the Contractor with a designated space to store inoperable equipment and infrastructure that contractor removes. The Library will handle disposal of all equipment and cables removed by the Contractor.

C.3.3. Control System Architecture The Contractor shall replace the broken control system panel, with a current unit that does not exceed the current footprint (approximately 2’ ft. x 2’ ft. measured diagonally) on the current non-working unit. The control system shall unify all included systems into a deterministic operational model. The architecture shall abstract legacy subsystem complexity into standardized operator-facing controls, enabling predictable cue execution and system-wide state visibility. The proposed architecture must prioritize safety, repeatability, and operational simplicity over configurability or distributed control complexity. The system shall provide centralized motion control of all integrated systems, preset options for positioning for all motorized elements, real-time system state monitoring and fail-safe shutdown capability under fault conditions.

C.3.3.1 Existing Infrastructure/Included Systems The Contractor shall provide and integrate centralized control for all existing motorized scenic and rigging systems; all of which currently operate as independent or semi-independent subsystems within a legacy control architecture. Existing systems to be integrated are:

Movie Screen (motorized projection surface assembly);

Traveler Curtain (motorized track system);

Act Curtain (motorized track system);

Stage Lighting Pipe (motorized batten system);

Audience Lighting Pipe (motorized batten system);

Shell Access Door (motorized acoustic shell access mechanism);

Acoustic Curtains (motorized variable acoustic treatment systems); and Flipper / Teaser System (motorized scenic masking or fly elements).

The Contractor shall integrate existing motorized systems without requiring replacement of functional mechanical infrastructure. The existing infrastructure includes hoists and motorized lifts, curtain systems, and fly system components.

C.3.3.2 Motion Control Functionality The system shall implement variable-based motion control as the primary operational model with pre-set options. This approach ensures flexibility of control and repeatable cue execution and reduces operator complexity. All motion shall be executed through coordinated centralized control logic capable of synchronizing multiple legacy subsystems. Manual override capability shall be restricted to local control interfaces under supervised conditions. The control system shall support stored positional presets, individual and grouped device control, and coordinated cue triggering.

C.3.3.3 Emergency Stop System The system shall implement a single, global emergency stop system across all integrated motion systems. Activation shall immediately remove power from all motion devices regardless of subsystem state or software condition. The system shall require manual reset at a supervised control station before motion can resume. No automatic restart shall occur following emergency stop activation.

C.3.3.4 Operational Safety The Contractor shall ensure that all motion systems include intrinsic safety mechanisms designed to prevent uncontrolled or unintended movement. Safety functions shall operate independently of software control layers to ensure reliability under fault conditions. The system shall default to a locked “safe-state” upon detection of communication failure, control fault, or hardware anomaly.

C.3.4 Electrical & Network Requirements The Facilities Services Division will oversee providing any high-voltage tie-in required for the system. The Contractor shall provide a diagram proposing all electrical work which will require support from the Library’s Facilities Services team. The system shall operate on three-phase electrical service.

The Contractor shall provide and install all low-voltage cable runs, such as the Ethernet cables required for each location. This network must be full isolated (air-gapped) from the Library’s IT network. The Contractor shall furnish all conduit, wire, connectors, fastening hardware, and other incidental items necessary for the complete and proper operation of the theater rigging control system.

C.3.5 Curtain Motor The Contractor shall provide, install and integrate a new curtain motor to replace the currently damaged motor for the Act and Traveler curtains.

C.3.6 Installation, Testing & Commissioning The Contractor shall install all equipment required for the modernization of the theater rigging control system. The Contractor shall execute comprehensive testing and commissioning procedures validating both functional performance and safety behavior. Testing shall include normal operation, fault conditions, and emergency scenarios. All integrated subsystems must demonstrate coordinated operation under centralized control. System acceptance shall require successful completion of all commissioning procedures.

C.3.7 Maintenance & Support The Contractor shall provide a one (1) year warranty for maintenance support for all equipment being replaced as part of this modernization. Maintenance and support shall include scheduled preventative maintenance, remote troubleshooting, and in-person support.

C.3.8 Documentation The Contractor shall provide documentation of the system, including rack elevations in .pdf and .dwg formats, and training/user manual documentation. The Contractor shall also provide inspection reports for preventative maintenance tasks as they are performed.
