About this opportunity

The U.S. Department of Transportation Maritime Administration (MARAD) is soliciting proposals to establish a fuel oil quality management program and provide comprehensive testing services for marine fuel oils and bunkers supporting the National Defense Reserve Fleet. Key requirements include ISO/IEC 17025 accreditation, the ability to test distillate and residual marine fuels, ultra-low sulfur fuels, marine bio-fuels, and perform forensic fuel analysis within 72 hours of sample receipt. The contractor must establish a web-based reporting system, conduct training sessions (four sessions every two years for 10-20 personnel), and provide sample kits, sampling equipment, shipping, and bunker surveying services. All testing must be performed in the contractor's owned laboratory rather than through third-party providers. Evaluation criteria emphasize technical capability, past performance, management and staffing qualifications, and pricing, with non-price factors being significantly more important than price. The proposal deadline is November 21, 2025, at 4:00 p.m. EST, with amendments extending the original November 14 deadline and incorporating questions and answers issued through early November.

This is a 100% Small Business set-aside with a NAICS code of 541380 (Testing Laboratories and Services) and a small business size standard of $19 million in annual revenues. The contract period of performance runs from February 1, 2026, through January 31, 2031, consisting of one year base period plus four one-year option periods, providing a potential five-year engagement. While the exact number of fuel samples to be tested annually cannot be predicted due to variable operational tempo, the contractor will support Department of Defense worldwide deployment by testing samples from vessels with lay berths located on the Atlantic, Gulf, and Pacific Coasts. Performance evaluation will focus on timeliness of supplies, test result reporting, invoice accuracy, and training session completeness. The place of performance is Washington, DC 20590, USA, with the contracting officer being Denise Clarke and proposal submissions directed to Lisa Miles at Lisa.Miles@dot.gov.
