Question # Document Reference Section Reference Discussion/Question Answer

1 I am reaching out to confirm you received the request for a due date extension.

The October 30, 2025 request for a due date extension was received. Please see: (a) Question and Answer No. 11 posted on October 31, 2025; and (b) Amendment 0001 posted October 31, 2025.

I have a question regarding Past Performance submissions. As MARAD is under an existing contract for Fuel Quality Analysis, is the Contractor Performance Assessment Report (CPAR) automatically initiated or do I need to request this report? If the latter, to whom do I make the request?

The Contracting Performance Assessment Reporting System (CPARS) will generate an automated email notification to the company's Contractor Representative (CR) when the government completes the past performance evaluation. If the CR has not received an automated email from the CPARS system the past performance evaluation has not been completed by the government's Assessing Official (AO). The AO may be a Contracting Officer, a Contract Specialist, Administrative Contracting Officer, Purchasing Agent, or Program Manager (PM), or the equivalent individual responsible for program, project, or task/job/delivery order execution. If the CR has not recevied an automated email from CPARS with the past performance evaluation contact the cognizant Contracting Officer.
