About this file

This document is a Questions and Answers (Q&A) file for Solicitation 693JF725R000007, issued on October 24, 2025, for establishing a Fuel Oil Quality Management Program and testing Marine Fuel Oils and Bunkers. The Q&A addresses three key inquiries from potential contractors, focusing on critical aspects of the solicitation. Key details include the inability to predict the exact number of fuel samples per year due to variable operational tempo, clarification that all testing must be performed in the contractor's owned laboratory (not third-party labs), and confirmation that attachment details are located in the last four pages of the solicitation. The solicitation involves supporting Department of Defense worldwide deployment by testing fuel samples from ships with lay berths located on Atlantic, Gulf, and Pacific Coasts.

Question # Document Reference Section Reference Question Answer

Clarification about Fuel Samples Tested and Main Bunker Ports: The firm would appreciate clarification on the following points: * Estimated number of fuel samples to be tested per annum. *Main bunker ports

There is no way to predict an exact number of samples expected per year. The number of samples depends on the operational tempo of our ship. We are unable to provide a list of main ports for bunkering because ships support the Department of Defense with the rapid worldwide deployment of U. S. military personnel, equipment, and supplies. Ship also have lay berths located at various ports throughout the United States on the Atlantic, Gulf and Pacific Coasts.

2 Section J

Section J Attachments:

If there was more info for type of fuels, lubes, oils and waxes that they want tested or is it just marine fuel? There should be attachments provided as shown below (none were attached to the solicitation). Looking to validate the scoped items if there are attachments or details that you can provide on the tested items, please?

All the attachments are cited at the last four (4) pages of the solicitation.

3 Page 8 Section C-Descriptions and Specifications

Testing Requirements: On page 8, it mentions, "not be sent to a 3rd party." Our firm has executed an IDIQ similar to this one and we do perform testing in-house and also manage a partnering lab for testing. We plan on using the same proven process.

Would this be acceptable to proceed with this proposal and be considered?

It is specifically stated, "All testing must be done at the contractor's laboratory(ies) and not be sent to a 3rd party." Reference Section C- Descriptions and Specifications. The intent is for the fuel samples to be sent to a contractor owned laboratory and not a contracted or third-party laboratory. A partnering lab is not a contractor owned lab.
