About this opportunity
The Great Plains Area Indian Health Service has issued a Special Notice of Intent to award a sole source, Firm Fixed Price Purchase Order for eight full-time Emergency Management Technicians (EMTs) to support the Pine Ridge IHS Ambulance Service in South Dakota. This notice, posted on January 30, 2026, represents a 13-week bridge contracting action valued at $469,600.00 to maintain emergency medical services continuity during a transition period. The contracting action is being pursued as a sole source award under the 8(a) set-aside program, with the Indian Health Service seeking a waiver from competitive bidding requirements pursuant to FAR 6.3021. The agency asserts that only one responsible vendor possesses the required federal background clearances, credentials, and proprietary capabilities to fulfill this mission-critical need.
The primary objective of this Purchase Order is to ensure the Emergency Management Department can maintain uninterrupted continuity of care and coordination of services for Pine Ridge IHS beneficiaries during the 13-week period from February 14, 2026, through May 15, 2026. Interested vendors must submit clear and convincing evidence demonstrating that sole source contracting would be advantageous to the Government, would not be cost or time prohibitive, and would not hinder agency standardization objectives. The sole eligibility criterion is that the vendor must possess the required federal background clearances and credentials necessary to provide the specified proprietary emergency management services. Responses are due by February 13, 2026, and all inquiries must be directed via email only to Patricia Thompson, the Purchasing Agent, at patricia.thompson@ihs.gov; the Government will not be responsible for any costs incurred in responding to this notice. Additionally, a concurrent Source Sought Notice (RFI-17-89551) is active on SAM.gov for a longer-term Purchase Order for identical services.
