About this opportunity

The Department of the Army Medical Command, through the Medical Readiness Contracting Office West, is soliciting proposals for hematology testing services under Amendment 0002 to provide complete laboratory instrumentation, reagents, equipment, maintenance, and IT services for Complete Blood Count (CBC), reticulocyte counts, and body fluid count testing at Brooke Army Medical Center (BAMC). This is a cost-per-reportable-result (CPRR) agreement requiring vendors to supply fully automated, discrete random-access CBC analyzers capable of 200 tests per hour throughput, along with ancillary equipment including slidemaker/stainer systems, digital imaging for cell morphology analysis, and a data management system interfacing with MHS Genesis LIS. Key contract requirements include 24/7 support with on-site technician response within four hours for inoperable analyzers and repair completion within 48 hours, delivery of all systems within 90 calendar days of award, method validation per CLIA standards, comprehensive personnel training, and maintenance of a minimum 98% uptime with preventive maintenance limiting daily downtime to 20 minutes. Evaluation will assess technical capability, pricing competitiveness, and compliance with Statement of Objectives specifications including non-cyanide reagent usage and fluorescent flow cytometry methodology. The proposal submission deadline is Monday, April 27, 2026, at 1:00 PM CST, and this amendment addresses clarifications regarding required questionnaire completion, blended CPR rate submission, capability statement submission options, ESR instrumentation specifications, and remote diagnostic connection protocols.

This solicitation carries no set-aside designation and identifies no current contractor or incumbent. The estimated annual testing volume includes 191,667 CBC counts, 2,019 reticulocyte counts, 1,295 body fluid counts, and 4,000 erythrocyte sedimentation rate tests at the core laboratory, plus 1,200 tests at the Apheresis clinic and 2,600 tests at the Blood Donor Center, providing baseline metrics for pricing calculations under the cost-per-result structure. No specific budget range or award value is disclosed in the solicitation. Performance will occur at three locations within Joint Base San Antonio, Texas: the Main Core Hematology Laboratory, the Apheresis/Cell Therapy Clinic, and the Akeroyd Blood Donor Center, with the primary work location in San Antonio, TX 78234. The contract structure emphasizes service continuity and operational reliability, with particular emphasis on supporting laboratory operations across multiple satellite clinics requiring coordinated equipment deployment and maintenance coverage.
