About this file
This is Amendment 0002 to solicitation W81K0026QA080 issued by the Medical Readiness Contracting Office West at JBSA Fort Sam Houston, Texas. The amendment is effective 3 April 2026 and was signed by Contracting Officer Salameya Paulouskaya on 13 April 2026.
The amendment addresses five questions and government responses regarding the Hematology Testing Requirement solicitation. Key clarifications include: (1) completion of the RMF questionnaire in Attachment C is required regardless of approved ATOs; (2) vendors shall submit a single blended CPR rate using SF1449 with unit of measure "12 months," with annual test quantities listed in the updated SOO Tables 3 and 4; (3) a stand-alone Capability Statement is acceptable rather than direct responses to SOO technical requirements; (4) ESR testing instrumentation must be fully automated and preferably able to connect with the lab automation line, though connection to the TLA is ideal but not mandatory; and (5) remote diagnostic connections for security updates on ATO-approved software systems are acceptable provided the instrumentation does not require constant connection from outside sources to be functional. The proposal submission deadline remains Monday, 27 April 2026 at 1:00 PM CST. The amendment also incorporates the revised Statement of Objectives dated 10 April 2026 for the Hematology Testing Requirement. All other solicitation terms and conditions remain unchanged.

Additional Questions in response to Solicitation W81K00-26-Q-A080 - Hematology Testing Requirement
Question Number 1 - It is our understanding that the purpose of the Attachment C RMF documents (C1, C2, & C3) is to achieve ATO status. Sysmex has ATOs for all equipment and software within scope of this requirement (IDs 2590 & 3547)- Can you confirm that completion of the questionnaire with the RFP is NOT required in lieu of approved ATOs?
Government Response 1: A response to the questionnaire is a requirement. The questionnaire requires the instrumentation and configuration being proposed.
Question Number 2 - Would you please confirm whether the Agency prefers a single blended CPR Rate or three (3) separate CPR Rates for each location?
Government Response 2 : the vendor shall fill the SF1449 which has unit of measure of "12 months" . The quantities of annual tests are listed on the updated SOO on page 5 of 22, Table 3 and Table 4.
Question Number 3 - Would you please confirm the Agency does not prefer a direct response to the SOO technical requirements- only a separate Capability Statement is required /requested?
Government Response 3 : a stand-alone Capability Statement is acceptable.
Question Number 4 - Regarding the requirement in red below- our company does not have an ESR testing system that can connect to our automation line and does not believe this is a capability available in the Hematology market today. Our company does have a fully automated ESR testing instrument that uses the same test racks as our Hematology automation system- would this be acceptable to include in our proposal?
Reference: Additional Main Core Laboratory Requirement Only (page 4) - Additional instrument for Erythrocyte Sedimentation Rate (ESR) testing. This instrumentation must be fully automated and connect with the automation line.
Government Response 4 : Connection to the TLA is ideal, but as long as the instrumentation is fully-automated, that will suffice. Language in the SOO will be updated to state "...and preferably able to connect with the lab automation. .. "
Question Number 5 - Regarding the requirement in red below- Sysmex software (CWS) is currently ATO approved and in use at BAMC today. This software requires our remote diagnostic connection SNCS (also ATO approved) for security updates- can you please confirm that this is acceptable?
2.2.2 Data management system requirements - Main Core Laboratory: (page 6)
The system must not require remote communication to outside sources to be functional.
Government Response 5 : This is acceptable. The instrumentation does not require a constant connection from outside sources to be functional.
