About this opportunity
The Department of Veterans Affairs Technology Acquisition Center is procuring a modernized messaging Software as a Service (SaaS) solution to replace legacy physical pagers with a secure, encrypted mobile messaging application for VA healthcare professionals. The solution must provide HIPAA-compliant text messaging with stringent security requirements including FedRAMP HIGH authorization, complete separation of government and personal device data, no data storage on devices, and protection of Veteran Protected Health Information (PHI). Key technical specifications include 99.95% service availability, 4-hour restoration time, and 100-millisecond response time for secure communication across VA medical facilities. The evaluation will assess proposals based on technical approach, past performance, and pricing, with non-price factors weighted significantly more than price. Questions must be submitted by October 9, 2025, at 2:00 PM CST, with final proposals due October 23, 2025, at 2:00 PM CST.
This procurement is designated as a 100% set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB) under a Firm-Fixed Price contract structure. The initial requirement covers 20,000 licenses with potential expansion to 100,000 or 120,000 licenses across 103 VA sites, potentially expanding to 175 sites. The contract includes a base period of 12 months plus four 12-month option periods, totaling up to 60 months of performance. The solution must operate on both Government Furnished Equipment (GFE) and Bring Your Own Device (BYOD) platforms, supporting Android and iOS devices while enabling secure transmission of text, images, and graphics. Performance will occur primarily in Eatontown, New Jersey, with services extending across the VA's national healthcare network.
