About this opportunity

The U.S. Army Corps of Engineers Kansas City District is soliciting quotes for testing and calibration services of electrical testing equipment at two powerhouse locations: Harry S. Truman Powerhouse in Warsaw, Missouri and Stockton Powerhouse in Stockton, Missouri. The contractor must provide all personnel, equipment, supplies, transportation, tools, materials, supervision, and other necessary services to perform inspection, testing, and calibration of approximately 40 items of electrical testing equipment at each facility. All contractor personnel, whether employees or subcontractors, must possess current certifications and qualifications from relevant standards organizations, and the contractor must maintain ISO/IEC 17025 accreditation for calibration services. Evaluation criteria include price, relative experience, and past performance, with non-price factors weighted as more important than price. Offerors must submit quotes in PDF format to angella.curran@usace.army.mil by May 5, 2026 at 12:00 PM, with quotes remaining valid for a minimum of 60 days from the due date.

This contract is designated as a Total Small Business set-aside under NAICS code 541380 (Testing Laboratories and Services) with a business size standard of $19,000,000. No incumbent contractor is identified in the solicitation documents. The total estimated award amount is $19,000,000, covering a base period from May 15, 2026 to May 14, 2027, with four optional one-year extension periods available. The work will be performed at two locations in Missouri—Warsaw and Stockton—during normal business hours (Monday through Friday, excluding federal holidays), with onsite services at the powerplants and offsite report generation at the contractor's facility. Deliverables include calibration certificates or detailed service reports with Pass/Fail results, calibration labels for each equipment item, and annual submissions of two printed and one electronic copy of all reports and certifications to the Contracting Officer's Representative.
