About this opportunity

The United States Marine Corps, through its Regional Contracting Office at Marine Corps Installations Pacific, seeks off-site calibration services for Test, Measurement, and Diagnostic Equipment (TMDE) supporting the 3D Medical Logistics Company Biomedical Equipment Department, with quotes due August 23, 2026 at 08:00 AM Japan Standard Time. This procurement is a women-owned small business (WOSB) set-aside.

Place of performance is off-site at the contractor's facility, with return shipment locations at 3D MEDLOG, Building 502, Camp Kinser, Okinawa, Japan, and Combat Logistics Company 33, Kaneohe Bay, Hawaii. The contractor bears full responsibility for all shipping costs, including outbound and inbound transportation, handling, insurance, and delivery documentation under a firm-fixed-price agreement. The scope covers approximately 2,647 pieces of Class VIIIA medical and dental TMDE requiring calibration in accordance with Original Equipment Manufacturer (OEM) specifications and NIST standards.

Calibration is divided into two tiers: Tier 1 encompasses NIST-traceable calibration performed at the contractor's or an accredited subcontractor's laboratory; Tier 2 requires direct submission to an OEM or OEM-certified service center, including proprietary software updates and specialized sensor alignments. The contract period runs from September 30, 2026 through September 29, 2027 (base year), with three one-year option periods extending through September 29, 2030. Two calibration cycles are required: initial service within 60 days of award with return within 60 days of receipt, followed by a second calibration six months after completion of the initial service. The contractor must provide 90-day warranty on TMDE and 12-month warranty on calibration services.

Evaluation prioritizes technical capability, including industry certifications (NIST and OEM), laboratory accreditation, specialized training, and demonstrated OEM working relationships; past performance with recent relevant experience; and price for fair and reasonable pricing analysis. NAICS code is 541380 (Testing Laboratories and Services). Questions were due August 17, 2026. Amendment 0001, posted August 18, published responses to vendor questions clarifying calibration frequency and correcting the period of performance to one base year plus three option years (not four).
