About this opportunity
The Department of the Army Materiel Command Mission and Installation Contracting Command at Fort Eustis seeks rental, installation, inspection, testing, and operation of two transportable 800 hp/250 psi steam boilers with natural gas connections for the United States Military Academy at West Point, New York, with quotes due May 8 at 4:00 PM EST. This is a 100% Women-Owned Small Business set-aside.
Place of performance includes Building 756 courtyard (serving Building 604) for May 22 through June 20, 2026, and Building 845 parking lot for June 20 through July 10, 2026. Each boiler is a separate one-month rental during the summer steam shutdown period. A mandatory site visit is scheduled for May 1 at 10:00 AM EST at the Mission and Installation Contracting Command office in West Point; questions are due May 4 at 10:00 AM EST.
The contractor must provide all labor, materials, equipment, and supervision for electrical connections (200-amp, 230/480 VAC), steam and condensate piping using welded black pipe fittings, natural gas piping and regulators, disconnection and reconnection of existing building systems, and on-call maintenance with two-hour response during normal business hours and four-hour response after-hours, with no additional payment for repair materials. Work must comply with ASME Boiler and Pressure Vessel Code regulations and OSHA standards. The contractor must submit a Quality Control Plan, Health and Safety Plan, and Environmental Protection Plan prior to execution, and provide a complete data specification sheet including boiler capacity, fuel type and consumption rates, operating pressure and temperature ranges, dimensions, weight, power requirements, and regulatory compliance certifications.
Evaluation uses Lowest Price Technically Acceptable criteria: Technical (Acceptable/Unacceptable based on specification sheet compliance) and Price (reasonableness analysis). Award will be made to one responsible contractor. NAICS 532490, PSC W045. Prevailing wage requirements apply under the Service Contract Act for New York County of Orange, effective December 3, 2025.

The contractor will provide all labor, material, equipment, and supervision in accordance with all applicable codes and specifications to supply, install, and test operate one 800hp/250psi max pressure transportable steam boiler with natural gas connections in accordance with all specifications listed in the solicitation.
