About this opportunity
The Department of Veterans Affairs is soliciting Board-Certified teleradiology physician services to support the Veterans Health Administration's National Teleradiology Program, which will provide interpretations of diagnostic imaging examinations across more than 130 VA facilities nationwide. The contractor must deliver interpretations for approximately 138,000 annual imaging exams (71,000 digital x-rays, 51,000 CT scans, 5,000 MR scans, and 11,000 ultrasounds) with STAT exams completed within 60 minutes and routine exams within 72 hours, operating 24 hours per day, 7 days per week, 365 days per year. Key requirements include Board Certification or Board Eligibility in radiology, establishment of secure VPN connectivity with VA facilities, HIPAA compliance with zero tolerance for data breaches, professional liability insurance, and completion of mandatory VA security and privacy training. Evaluation will be based on three primary factors: Technical capability (subdivided into teleradiologist expertise and IT/security/workflow management support), Past Performance, and Price, with technical and past performance combined weighted as significantly more important than price; offerors must achieve a minimum "Adequate Confidence" rating on the technical factor to be considered for award. Questions must be submitted by 11:59 PM EDT on March 26, 2026, proposals are due by 12:00 PM ET on April 3, 2026, and the Government will make award without discussions based on initial proposals.
This solicitation is a 100 percent set-aside for Service-Disabled Veteran-Owned Small Businesses under NAICS Code 621111 (Offices of Physicians), with no current incumbent identified in the solicitation documents. The contract is structured as a Firm Fixed-Price Indefinite Delivery/Indefinite Quantity agreement with an estimated ceiling of $16 million and a five-year period of performance consisting of a one-year base period plus four one-year optional ordering periods, with an anticipated start date of June 9, 2026. Pricing must be submitted using a locked Excel template with fully burdened unit prices for each imaging modality across all five ordering periods, with annual quantities estimated to scale from the base year through the optional periods. The contractor must maintain a teleradiology PACS system, provide 24/7 technical support, and comply with comprehensive reporting requirements including weekly, monthly, and quarterly submissions detailing turnaround times, accuracy metrics, staffing changes, and Ongoing Professional Practice Evaluations. Performance of work is anticipated to be performed in Fredericksburg, Virginia 22401, with contractor responsibility for all credentialing and privileging through the VA Palo Alto Health Care System and background investigations meeting at least Tier 1/NACI standards.

This solicitation is a total set-aside for Service-Disabled Veteran Owned Small Businesses under NAICS Code 621111 – Offices of Physicians (except Mental Health Specialists). Teleradiology services to support Veterans Affairs (VA) facilities nationwide in the interpretation of imaging exams.
The total Period of Performance (POP) is for five (5) years (inclusive of a 1-year base and 4, one-year optional ordering periods). The contract POP is anticipated to begin on or around June 9, 2026.
