About this opportunity
The National Aeronautics and Space Administration Shared Services Center (NASA NSSC) has issued a Special Notice for a sole source contract with Texas A&M Engineering Experiment Station (TEES). The notice pertains to a research and development project within the Passive Fuel-Cell Surface-power System (PaCeSS) Engineering Innovation Fund (EIF) initiative. Specifically, NASA intends to engage TEES to model, predict, and report on the behavior of a two-phase thermosyphon driven actuating radiator. The procurement is unique and leverages TEES's patented technology for controlling fuel cell temperature without active control or wearing parts. The contract opportunity is classified under NAICS Category 611310 for Colleges, Universities, and Professional Schools.
The primary objective of this Special Notice is to support the development of an innovative radiator system for NASA's PaCeSS project, with TEES providing a specialized torque tube actuator and comprehensive technical analysis. Contractors interested in submitting capabilities and qualifications must do so by 7 a.m. Central Standard Time on March 13, 2025. The project requires TEES to demonstrate a prototype actuating radiator that operates fully closed at 50°C and fully open at 90°C, with key milestone dates including May 15, 2025, for actuator delivery and September 30, 2025, for the final report. An integrated benchtop test will be performed at NASA Johnson Space Center, after which the actuator will be returned. The sole source justification indicates that using another vendor would significantly impact the project schedule by at least 12 months. NASA reserves discretion on competitive solicitation based on received responses, with the overall performance period ending no later than September 30, 2025.
