About this opportunity
The Department of Transportation Federal Highway Administration is seeking proposals for a Technical Support Services Contract for the Infrastructure Engineering Laboratories at the Turner-Fairbank Highway Research Center (TFHRC) located in McLean, Virginia. The services required include overall management and operation of the Geotechnical, Hydraulics, Nondestructive Evaluation, and/or Structures Laboratories, including daily operations, testing, data collection and analysis, reporting, and administration of safety programs. The contract will be awarded as a multiple-award Indefinite Delivery Indefinite Quantity (IDIQ) contract utilizing FAR Part 15 procedures. Proposals are due by May 13, 2024, and the contract has a 60-month period of performance.
This is a competitive small business set-aside procurement. The minimum contract value is $100,000, and the maximum is $65,000,000. Pricing will be based on a Labor Rate Schedule with Firm-Fixed Price or Cost-Plus-Fixed-Fee task orders. The place of performance is McLean, VA 22101, USA. An optional site visit is scheduled for April 16, 2024 to allow potential contractors to better understand the technical requirements.

This Request for Proposals (RFP) is a competitve small business set-aside, utilizing FAR Part 15 procedures, and will result in a multiple-award Indefinite Delivery Indefinite Quantity (IDIQ) contract.
The requirement is for non-personal, Technical Support Services Contract for theInfrastructure Engineering Laboratories at the Turner-Fairbank Highway Research Center (TFHRC). At a minimum, these services include laboratory support that provides all the necessary engineers, technicians, laborers, and other related staff to complete the requirements for one or more of the engineering laboratories. The requirements are listed in the attached RFP as general lab support (common to multiple labs), and as individual or specific requirements of the work that may be conducted in each engineering laboratory. Research may require collaboration between laboratories.
