About this opportunity

The Air Force Test Center (AFTC) has issued a Special Notice for the Technical and Management Advisory Services (TMAS) 3 procurement, which will competitively award task orders under the GSA OASIS+ Small Business multiple award contract in the Research and Development domain. The notice follows multiple Industry Days held at Eglin AFB, FL, Arnold AFB, TN, and Edwards AFB, CA to provide information about the upcoming solicitation. The contract will support engineering and professional services across various Air Force locations, focusing on test and evaluation activities in air, space, cyber, and multi-domain capabilities. Approximately 60+ companies attended these industry days, demonstrating significant interest from defense and technology consulting firms. The procurement is structured to select contractors through a comprehensive self-scoring and evaluation process.

The TMAS 3 procurement is designed to award a 5-year contract with a transition task order and a performance task order consisting of a base period and four option years. Contractors must prepare for a complex selection process that includes self-scoring across technical capability subfactors, with a maximum of five work samples allowed and a fixed fee rate cap of 5%. Key procurement timeline milestones include a draft solicitation release in June 2025, final solicitation release in October 2025, proposal submission by February 3, 2026, and contract award on July 1, 2026. Eligible contractors must have experience in DoD or federal agency contracts demonstrating technical capabilities in areas like systems testing, mission support, and engineering services. Special contract terms include subcontracting limitations, a portable benefits program, and organizational conflict of interest restrictions. The government will validate self-scores and conduct a detailed cost realism analysis to select the most technically capable and competitively priced contractor.
