About this opportunity

The Air Force Reserve Command seeks Tactical Combat Casualty Care (TCCC) Tier III training services via a firm fixed-price single-award IDIQ, with proposals due June 10, 2026 at 1:00 PM EST. This is an unrestricted procurement (not set-aside for small business), issued as solicitation FA664326Q0002.

Place of performance is Warner Robins, Georgia, at HQ AFRC SG Health Services, though the training facility location is not geographically restricted provided it meets facility and logistics requirements. The contractor must be currently DHA/NAEMT-approved in writing to conduct TCCC Tier III training and must provide written certification with the quote.

The base requirement consists of one guaranteed 110-person training event scheduled for August 17–24, 2026 (travel August 16 and 25), with an 8-day, 64-hour curriculum. Subsequent years may include two concurrent 55-person events. The contract runs August 1, 2026 through July 31, 2030 (base year plus three one-year options). The affordability cap for the initial 110-person event (CLIN 0001) is $540,000.00; quotes exceeding this threshold are unawardable regardless of technical merit or past performance.

Core requirements include a mandatory 1:6 instructor-to-student ratio with maximum class sizes of 30 participants, a dedicated TCCC Tier III-certified project manager, live-actor field training exercises with pyrotechnics and moulage, comprehensive logistics (charter bus transportation within 150 miles of nearest airport, gender-specific hardened lodging for up to 110 personnel, three daily USDA-compliant meals, sanitation facilities at 1 toilet per 10 personnel and 1 shower per 8 personnel), and submission of after-action reports and testing data seven calendar days after course completion. The facility must be secure, self-contained (no off-compound travel required), and comply with National Fire Protection Association guidelines with current fire and elevator inspections.

Offerors must submit three volumes: Technical Capability (25 pages maximum) addressing facility capabilities, logistics management, and training execution; Past Performance (10 pages maximum) providing up to two references for similar recent contracts; and Price with fully burdened FFP rates for both 110-person and 55-person events. Evaluation employs a mandatory gate (current DHA/NAEMT approval), followed by comparative assessment on past performance and price for best value. NAICS code is 611430, Professional and Management Development Training; PSC is U008. A 120-calendar-day lead time applies from award to initial performance. Quotes must be submitted via email to jacqueline.anthes.3@us.af.mil with the solicitation number in the subject line. The small business subcontracting plan is due at award, not with the quote.
