About this file

This is an addendum to a Request for Quotation (RFQ) for Tactical Combat Casualty Care (TCCC) Tier III (Combat Medic/Corpsman) Training issued by Headquarters Air Force Reserve Command (HQ AFRC). The procurement seeks a single Firm Fixed Price (FFP) Indefinite Delivery, Indefinite Quantity (IDIQ) contract with a period of performance from August 1, 2026 through July 31, 2030, consisting of a base year with three one-year options. The guaranteed minimum order is one initial 110-person training event scheduled for August 17-24, 2026, with subsequent task orders for 55-person training events that may be ordered concurrently to support surge requirements.

Offerors must submit quotes in three distinct volumes: Volume I (Technical Capability, 25 pages maximum) addressing approach, facility capabilities, logistics management, DHA/NAEMT Tier III certification, facility and logistics planning, training execution with 1:6 instructor-to-student ratios, and culminating field training exercises with live actors, opposing forces, and pyrotechnics; Volume II (Past Performance, 10 pages maximum) providing up to two references for recent contracts (within the last two years) of similar size, scope, and complexity; and Volume III (Price, no page limit) containing fully burdened FFP rates for 110-person and 55-person events across all ordering periods. Pricing must be inclusive of training, facility use, lodging, meals, and transportation. The evaluation will employ a two-step process: quotes must first pass a mandatory gate requirement demonstrating current DHA/NAEMT approval, then acceptable quotes will be comparatively evaluated on past performance and price to determine best value. An affordability cap of $540,000.00 applies to the initial 110-person event (CLIN 0001), with quotes exceeding this threshold deemed unawardable regardless of technical or past performance ratings.

3. Specific Volume Instructions

Volume I: Technical Capability

Do not include any pricing information in this volume. Offerors must specifically address the following PWS requirements:

• Mandatory Certification (Go/No-Go): Offerors MUST provide written proof of current approval by DHA/NAEMT to conduct TCCC Tier III and establish they are an Authorized NAEMT location at the time of quote submission (PWS 4.2).

• Facility & Logistics Plan: Detail the training facility compound. Must demonstrate the capability to securely house (indoor hard billeting), feed (3 meals/day meeting USDA adult guidelines), and train up to 110 personnel in one centralized location without requiring off-compound travel (PWS 7.1). Include the transportation plan to/from an airport within 150 miles.

• Training Execution: Outline the approach with a full schedule delivering the 64-hour curriculum over an 8-day period with a 24-hour schedule. Detail how the 1:6 instructor-to-student ratio will be maintained using DHA/NAEMT certified trainers (PWS 3.2.1.3), and how staggered classes (max 30 participants) will be managed.

• Culminating Event/FTX: Describe the incorporation of live human patient actors, moulage, opposing forces (OPFOR), pyrotechnics, and training weapons to maximize stress inoculation (PWS 3.2.1.7 & 3.2.1.12).

Volume II: Past Performance

Include contract numbers, points of contact, and a brief description of the services provided.

Relevance will be evaluated based on similarity to running multi-day, fully catered, secure-facility medical/tactical training events.

Volume III: Price

Offerors must provide fully burdened FFP rates for the following scenarios across all ordering periods:

Initial Event: One (1) 110-person training event, minimum order.

Subsequent Events: 55-person training events (priced per event/iteration across base year and options).

Pricing must be inclusive of all training, facility use, lodging, meals, and required transportation (buses).

Addendum to RFO 52.212-2: Evaluation - Commercial Products and Commercial Services

1. Basis for Award

The Government will award a contract to the responsible offeror whose quote conforms to the solicitation and represents the best value to the Government. This procurement exclusively utilizes streamlined commercial evaluation procedures in accordance with RFO Part 12. The Government is not utilizing RFO Part 15 procedures for this acquisition. The Government may award to other than the lowest-priced offeror.

2. Evaluation Factors

The Government will evaluate quotes based on the following factors:

Factor Description

Factor 1:

Technical Capability

Evaluates the offeror’s facility, logistical capabilities, and training methodology against PWS requirements. Includes a Go/No- Go certification check.

Factor 2:

Past Performance

Evaluates the probability of successful performance based on recent/relevant historical execution of similar training and life-support requirements.

Factor 3:

Price

Evaluated for completeness, reasonableness, and unbalanced pricing across the 110-pax and 55-pax event structures.

4. Evaluation Approach

Factor 1: Technical Capability

• Gate Requirement: The Government will first evaluate Volume I for the mandatory DHA/NAEMT Tier III written approval and schedule of training.

*Quotes missing a current certification at the time of submission will be rated Unacceptable and removed from further consideration.*

• Technical Rating: Quotes passing the gate will be evaluated as Acceptable/ Unacceptable.

To receive an "Acceptable" rating, quotes must demonstrate robust, secure, all-inclusive centralized facilities that minimize logistical friction, as well as highly realistic FTX environments (OPFOR, human actors, moulage) and a training plan that meets DHA/NAEMT curriculum requirements.

Technical Capability is evaluated strictly on an Acceptable/Unacceptable basis. Among those offerors rated "Acceptable" for Factor 1, the Contracting Officer will conduct a comparative evaluation of the remaining factors (Past Performance and Price) in accordance with RFO Part

12. The Government will comparatively assess quotes against one another to determine which quote represents the best value and most advantageous solution to the Government.

Factor 2: Past Performance

Evaluated for recency, relevancy, and quality to assess the Government's confidence in the offeror's ability to successfully perform. The Government will focus on the offeror's history of simultaneously managing complex training curricula alongside "life support" logistics (housing, feeding, and transporting large groups). The Government will evaluate recency (within the last 2 years), relevant history of contracts of similar size (minimum 110-person event), scope (TCC Tier III training, lodging, care, feeding, transportation), and complexity (executing DHA/NAEMT curriculum, culmination exercises, OPFOR, stress inoculation).

In assessing present and past performance, the Government will employ several approaches, including, but not limited to:

a) Supplier Performance Risk System: Pursuant to R-DFARS PGI 204-76(b), (c)(3) and (e), the Government will assess the offeror’s profile in SPRS for supplier risk, including, but not limited to, quality and delivery, to consider the risk of unsuccessful performance and supply chain risk. IAW DFARS 252.204-7024, offerors may access their own risk assessments and the SPRS User Guide at https://www.sprs.csd.disa.mil/reference.htm. Additionally, SPRS evaluation criteria are available at https://www.sprs.csd.disa.mil/pdf/SPRS_DataEvaluationCriteria.pdf.

b) Other Sources of Information: Present/Past performance information may be obtained from the Government’s Federal Awardee Performance and Integrity Information System (FAPIIS), Supplier Performance Risk System (SPRS), and the Contractor Performance Assessment Reporting System (CPARS). The Government reserves the right to use performance information from other sources such as Defense Contract Management Agency (DCMA), Fee Determining Officials, or commercial sources. Data from previous source selections may be used if the data is recent and relevant.

c) Adverse Past Performance: Offerors shall be given an opportunity to address adverse past performance information if the offeror, joint venture member and/or critical subcontractor has not had a previous opportunity to respond to the information. The availability of CPARS reports constitutes an offeror/joint venture member/critical subcontractor as having had a previous opportunity to respond to the information. Recent contracts will be examined to ensure that corrective measures have been implemented. The past performance evaluation assessment will consider issues including but not limited to the number and severity of the problems, the appropriateness and/or effectiveness of any corrective actions taken (not just planned or promised), and the overall work record. Prompt corrective action in isolated instances may not outweigh overall negative trends.

Factor 3: Price

The Total Evaluated Price (TEP) will be calculated by summing the proposed FFP for the guaranteed minimum 110-person event, plus the extended prices of the 55-person events across the base and the option years as indicated on Attachment 3 TCCC Pricing Table. Price will be evaluated for fairness, reasonableness, and unbalanced pricing.

* Affordability Evaluation: The Government will evaluate the proposed price for the initial 110-person training event (CLIN 0001) against the established affordability cap of $540,000.00. Any quote exceeding this cap for the initial event will be deemed unawardable and immediately removed from further consideration for award, regardless of its Technical or Past Performance evaluations. Offerors are advised that the nature of Government funding is highly dynamic.

Therefore, the Government reserves the right to formally amend this solicitation to update the Affordability Cap prior to contract award should funding availability change. Furthermore, the stated cap represents current programmatic estimates; the successful awardee should anticipate that future funding increases or decreases may occur during contract administration based on evolving mission requirements and the availability of funds.
