About this file

This document contains two versions of Questions and Answers for an Air Force RFQ (FA664326Q0002) addressing a Tactical Combat Casualty Care (TCCC) Tier III training requirement. The RFQ is for an Indefinite Delivery Indefinite Quantity (IDIQ) contract with a base year period of performance from August 1, 2026 through July 31, 2027. The initial guaranteed task order requires a 110-person TCCC Tier III training event scheduled for August 17-25, 2026, with travel on August 16 and 25. Additional options include four 55-person training events in subsequent option years. The contractor must be currently approved by DHA/NAEMT for Tier III training delivery and recognized as an authorized NAEMT training location, though this requirement may be satisfied through a subcontractor.

The contractor must provide all training, lodging, dining, sanitation, and life-support capabilities within a single secured, contractor-controlled facility without requiring off-compound travel to hotels or other commercial locations. An 8-day/24-hour representative training schedule is acceptable at quote submission, and a staggered or rotating course structure must support simultaneous training of up to 110 students with individual class cohorts not exceeding 30 participants. The contractor must arrange transportation for all students including charter bus arrivals at specified windows (12:00 PM, 3:00 PM, 6:00 PM) on the day before training starts and return transportation on the final travel day. Past performance citations should demonstrate the full range of required capability across size, scope, and complexity over two references. An after-action report is required seven calendar days after the final event day. Quotes must be emailed to jacqueline.anthes.3@us.af.mil with the solicitation number in the subject line, submitted in three volumes (Technical Capability, Past Performance, and Price). The small business subcontracting plan is required at award, not with quote submission.

TCCC RFQ Questions 2.0

FA664326Q0002

1. Are you able to clarify the PP question? We have many relevant PP, but none meet all the criteria individually by themselves.

a. As described at PWS, para. 2, Scope, the Government's current minimum need is a training event up to110-persons. Therefore, acceptable past performance citations will be deemed relevant when demonstration of all three elements (size, scope, and complexity) over two past performance references is acceptable.

2. What specific documents are acceptable as written proof of current DHA/NAEMT Tier III approval and Authorized NAEMT location status? Do these document count against the 25 page limit on the technical?

a. Does not have to be included in the 25 page limit. Written proof must come from the governing agency authorized to certify.

3. The solicitation includes FAR 52.222-41, Service Contract Labor Standards, and FAR 52.222-43, Fair Labor Standards Act and Service Contract Labor Standards—Price Adjustment; however, FAR 52.222-42 appears to contain blank employee class and wage/fringe fields. Please confirm whether a Department of Labor wage determination applies to this requirement and, if so, please provide the applicable wage determination and any required labor categories for pricing purposes.

a. The clause has been updated to reflect the Statement of Equivalent Rates.

4. Please confirm the final date through which the contractor may be required to perform orders under this IDIQ. The solicitation identifies a period of performance through 31 July 2030; however, FAR 52.216-22 appears to state that the contractor shall not be required to make deliveries after 23 May 2030. Please confirm which date controls.

a. The clause has been updated to reflect the revised date.

TCCC RFQ Questions 1.0

FA664326Q0002

**Amendment will be published 8 June 2026**

1. Is the requirement for 110 personnel to complete Tier Level III TCCC period of performance 17-24 Aug 2026?

a. The initial Task Order will be for a class of 110 personnel training from 17 -24 August with travel dates 16 August and 25 August.

Or as stated on the pricing spreadsheet: CLIN 0001 110-Person TCCC Tier III Training Event Base Year PoP: 1 August 2026 - 31 July 2027 (Guaranteed Minimum / Initial Event).

a. The PoP for the IDIQ base year is 1 August 2026 – 31 July 2027. The initial training event for 110 students is 17 – 25 August 2026 (this is an amended date).

2. Given the specialized nature of DHA/NAEMT Tier III authorization and the limited number of organizations currently approved to deliver this curriculum, the number of vendors with documented past performance that simultaneously satisfies all three relevancy dimensions – size (minimum 110-person event), scope (TCCC Tier III training plus full life support logistics), and complexity (DHA/NAEMT curriculum, FTX, OPFOR)

– in a single contract reference is extremely small, as it is our understanding that this combination represents a relatively new government requirement with limited contracting history. Will the government please clarify – does each individual past performance citation need to independently satisfy all size, scope, and complexity criteria to be deemed relevant?

Or may the government consider relevancy on a combined basis, where the two citations collectively demonstrate the full range of required experience?

a. Offerors must demonstrate the full range of the requirement as outlined in the PWS.

This can be satisfied by similar requirements at this size, scope and complexity.

3. PWS 4.2 requires that "the contractor shall be currently approved in writing by DHA/NAEMT to conduct TCCC Tier III" and be recognized as an authorized NAEMT training location at the time of quote submission. The solicitation does not contain any restriction on subcontracting, and FAR 52.244-6 is incorporated by reference. Will the government please clarify – is the prime contractor itself required to hold current DHA/NAEMT Tier III organizational approval, or may this requirement be satisfied through a subcontractor?

a. The DHA/NAEMT approval may be satisfied through a subcontractor.

4. Could you please confirm whether the training location is required to be in Georgia, or whether an alternate training location may be proposed if it otherwise meets the solicitation requirements?

a. There is no required location, specifications are outlined in the PWS.

5. We can do 55 students on site any time, but 0ur facility can’t lodge all 110 but we have multiple hotels within 6 minutes, and we have the transportation to get them back and forth. If that will be unacceptable, do you have any guidance on this point?

a. The requirements are outlined in the PWS.

6. The government request a contractor representative to coordinate with AFRC and instructor to student ratio of 1:6. Will the resumes and bio's of the instructors count towards the 25 page limit on the technical?

a. Negative, bio's of the instructors are not required by AFRC.

7. Please confirm that offerors must demonstrate a staggered or rotating course structure that supports simultaneous training for up to 110 students while ensuring each class or training cohort does not exceed 30 participants, as required by the PWS.

a. Confirmed.

8. The addendum requires a schedule of training in Volume I. Is a representative 8-day/24-hour schedule acceptable, or is a full event-level detailed schedule required at quote submission?

a. An 8-day/24-hr schedule is acceptable.

9. Please clarify whether 24 August 2026 is both a training day and a departure day, or whether training concludes before departure on 24 August.

a. 24 Aug 2026 is the final training day. 25 Aug 2026 can be designated as the travel day back to HOR. ***An amendment will be issued for this adjustment.***

10. Please confirm that offerors must provide a transportation plan capable of supporting all students traveling to and from the approved venue, including the PWS-identified charter bus arrival windows of 12:00 PM, 3:00 PM, and 6:00 PM on the day prior to class start, and return transportation to the same airport of arrival on the final training/travel day.

a. Confirmed. Return transportation does not have to follow arrival schedule.

11. The Addendum requires offerors to demonstrate the capability to securely house, feed, and train up to 110 personnel in one centralized location without requiring off-compound travel. Please confirm that “without requiring off-compound travel” means the offeror’s proposed solution must provide lodging, dining, training areas, FTX/scenario areas, and required life-support functions within a single secured contractor-controlled training property or campus, and may not rely on offsite hotels, restaurants, commercial training areas, or other non-secured off-compound locations to meet the PWS requirements.

12. Please confirm that offerors should demonstrate sufficient sanitation and life-support capacity to support up to 110 personnel at the training venue, including toilet, shower, lodging, laundry, meal-service, and related support capabilities identified in the PWS.

13. What is the desired format and due date for the after-action report and testing-data submission after each event?

a. AAR is required 7 calendar days post last event day. I.e. transportation back to the airport on the travel day of 25 Aug 2026, as applicable.

14. Please confirm when the Government anticipates providing the final student roster, gender breakdown for billeting, arrival/departure manifests, airport arrival information, and any known dietary restrictions or allergies for each training event. This information is needed to finalize lodging assignments, transportation planning, meal support, and event logistics.

a. This will be done 30 days prior to travel day of scheduled course start as outlined in PWS.

15. Please confirm that the Total Evaluated Price will be calculated using CLIN 0001 for the initial 110-person event, plus one 55-person event for each listed 55-person CLIN/option period: CLIN 0002, Option Line Item 1002, Option Line Item 2002, and Option Line Item 3002, as reflected in the solicitation CLIN structure and Attachment 3 pricing table.

a. Yes, the pricing established from offerors will be used to establish a price schedule for the options years to be negotiated at time of award. The pricing offered will be used to award Task Orders in the respective Option Year(s).

16. Please confirm the final date through which the contractor may be required to perform orders under this IDIQ. The solicitation identifies a period of performance through 31 July 2030; however, FAR 52.216-22 appears to state that the contractor shall not be required to make deliveries after 23 May 2030. Please confirm which date controls.

a. An amendment will be posted to reflect Task Orders may be awarded no later than 31 July 2030 with Task Order PoP no more than 365 days (1 year).

17. Please confirm the required quote submission method, including the required email address or portal, any file size limits, preferred file naming convention, and whether

Volume I – Technical Capability, Volume II – Past Performance, Volume III – Price, and required attachments should be submitted as separate files.

a. Quotes must be emailed to jacqueline.anthes.3@us.af.mil with the Solicitation number included in the Subject line, offerors may separate files if desired as larger files may have transmission issues.

18. Is the small business subcontracting plan required with quote submission or after award?

a. At award.

19. Please confirm whether CLIN 0002 represents an evaluated but non-guaranteed base-year 55-person event.

a. CLIN(s) X002 are not guaranteed and will be evaluated. The minimum/guarantee on this IDIQ is CLIN 0001, a 110-person event.
