About this opportunity
The U.S. Secret Service seeks a single firm fixed-price Tactical Medical Operators Course to be delivered in June 2026, with quotations due May 28, 2026 at 3:00 p.m. EST (extended from 12:00 p.m.). This procurement is a total small business set-aside, restricting eligibility to small business concerns.
Place of performance is Washington, DC 20223, with the constraint that training must be held within 600 miles of Washington, DC. The government declined to include live tissue or cadaver training components and has confirmed no preferred city or state for the course location.
The course is a brand-new project with no incumbent or recompete component. The four-day, 32-hour course accommodates up to 12 students, operating 8:00 a.m. to 4:30 p.m. EST Monday through Friday. Instruction covers TCCC/C-TECC principles including MARCH skills, EMT-T versus paramedic applications in tactical operations, IV/IO administration, advanced airways, pharmacology, and thoracic trauma management. The contractor provides all instructional personnel, instructor travel and subsistence, student materials, certifications, pre-course instruction, training aids, and necessary equipment. The government provides operational gear, medical equipment and platforms, resupply, training munitions, and student travel and subsistence.
This is a Request for Quote under FAR Part 12 commercial acquisition procedures. Quoters must submit two volumes: Volume 1 (Technical Information, maximum 8 pages single-sided) and Volume 2 (Price). Award is made on the lowest price technically acceptable basis, with technical information weighted equally to price. The government will evaluate the three lowest-priced technically acceptable quotes. Service Contract Labor Standards apply with technical instructor wages at $32.56 per hour including fringe.
