The cover letter must include the submission date, RFQ number, quoter name and address, point of contact information, Taxpayer Identification Number (TIN), Unique Entity Identifier (UEI), subcontractor/partner names and addresses, and socio-economic indicators if applicable. Volume 1 must contain a capability statement demonstrating how the quoted service meets or exceeds the tasks outlined in the Statement of Work. All text must be formatted to 8.5" x 11" paper with 1-inch margins, single-spaced in Times New Roman 12-point font for narrative and minimum 8-point for charts and tables. Award will be made on the lowest price technically acceptable basis, with technical information weighted equally to price. The government will evaluate the three lowest-priced quotes determined to be technically acceptable. Factor 1 (Technical Information) will receive a technically acceptable or not technically acceptable rating, while Factor 2 (Price) will be evaluated for reasonableness but will not receive a rating or score.

Instructions to Quoter and Basis of Award
The United States Secret Service (USSS) is issuing the subject Request for Quote (RFQ) for a tactical medical operator’s course. The USSS intends to award a single, firm fixed price purchase order with the training needing to take place in the month of June under Federal Acquisition Regulation (FAR) Part 12. This is a small business set-aside.
Interested Quoters shall submit their response in accordance with the following evaluation factors.
Factor 1 – Technical Information
Factor 2 – Price

1.0 Instructions to Quoters
Interested Quoters are required to submit the following Volumes:
Volume 1 – Technical information (Factor 1) Volume 2 – Price (Factor 2) Quoters are cautioned to be responsive to all the requirements annotated in the Statement of Work (SOW) and to provide sufficient information to allow evaluation of the quoters. The page limit for volume one shall not exceed 8 pages single sided (excluding cover page, table of contents, experience references, and resumes).
Cover Letter: A cover letter shall include the following information:
1. Date of the submission.
2. RFQ Number and the Title.
3. Name and address of the Quoter.
4. Name, title, telephone number and e-mail address of Quoter point of contact.
5. Quoter’s Taxpayer Identification Number (TIN)
6. Quoter’s Unique Entity Identifier (UEI)
7. Quoter’s Subcontractor/Partner/Teaming Companies Names with addresses and point of contact.
8. Quoter’s Socio-Economic Indicators, if any
Page limitations: Quote contents that exceed the stated page limitations will be removed by the Contracting Officer (CO) prior to evaluation and will NOT be considered.
Volumes (Vol) Not to Exceed Page Limits
Vol 1 - Technical information (Factor 1) 8 pages Vol 2 - Price (Factor 2) Please submit your own template.
Will not be included in page count.
Volumes shall be submitted as separate files. The USSS shall not consider pages submitted in excess of the stated page limitations, or materials not included in full text within the quote (no links to external information shall be reviewed or considered. Page limitations include all text, graphs, pictures, appendices, references, exhibits, etc.). Tabs, index sheets, tables of contents, dividers and other such aids that are solely used to assist the evaluator in locating information and are advisory in nature, imparting no other information other than the identification of content, shall not be counted against any page limits stated within this RFQ.
All narrative text contained in the quote response must be formatted to 8 ½ x 11 paper with margins of at least 1” at the top, bottom, and both sides; using single spaced, Times New Roman 12-point font. For charts, tables, exhibits and figures, no less than 8-point Times new Roman font is acceptable. Quoters are cautioned that quote elements using a font less than 12-point Times New Roman for the narrative and less than 8-point Times New Roman for charts shall not be reviewed by the USSS. The price volume 2 excel spreadsheet shall be unlocked with formulas.
1.1 Volumes
The quoter shall provide Volumes 1 and 2 with the information described below:
1.1.1 Volume 1: Technical information (Factor 1)
Fulfillment of the SOW shall be addressed by the quoter providing a capability statement which shall include a company overview; detailing how the quoted service meet or exceed the tasks as outlined in the statement of work.
1.1.2 Volume 2: Price (Factor 2)
The Quoter shall provide a firm fixed pricing quote using their own template. The USSS reserves the right to request that the Quoter provide information to support the quoted prices.
Quoters are cautioned to be responsive to all of the RFQ requirements and to provide sufficient information to allow evaluation of the quote.
2.0 Basis for Award
The award will be made on the lowest price technically acceptable basis. Technical information is equal to price. The government will evaluate the three lowest-priced quotes that are determined to be technically acceptable.
2.1 Evaluation Methodology
Factor 1 (Technical information) will be evaluated using the technically acceptable/not technically acceptable rating.
2.1.1 Technical information (Factor 1)
The USSS will evaluate Factor 1 by assessing the quoter’s technical information showing that the quoted prices meet or exceed the specified tasks in the statement of work. A technically acceptable/technically not acceptable rating will be assigned based on the Quoter’s content submitted that demonstrates the Government’s confidence in the quoter’s ability to meet or exceed the specified tasks.
2.1.2 Price (Factor 2)
Price shall be evaluated for price reasonableness but shall not be assigned an acceptable/not acceptable rating or be scored.
