This is a Firm, Fixed Price Contract with a single CLIN (0001) for the course. The contractor must designate a point of contact and alternate responsible for course delivery and must assume responsibility for all contractor travel and subsistence expenses. The contractor is also responsible for safeguarding all Government equipment, information, and property and must comply with the Privacy Act requirements.

STATEMENT OF WORK

Tactical Medical Operators Course (TMOC)

Part 1

GENERAL INFORMATION

1. INTRODUCTION: The United States Secret Service (USSS), Operational Medicine Division (OMD) was implemented to enhance operational resilience and ensure mission success by delivering exceptional advanced medical capabilities and coverage. OMD provides comprehensive medical support for protective operations, special events, training, and field operations. Through innovation, education, and collaboration, we aim to set the standard for law enforcement medicine, safeguard the health and readiness of personnel, and uphold the highest quality standards in medical care and compliance. This is a non-personal services contract to provide a Tactical Medical Operators Course to USSS/OMD. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the contractor who, in turn, is responsible to the Government.

1.1 Background: Tactical Emergency Medical Systems (TEMS) has proven to be highly valuable and is now considered a standard part of law enforcement special operations.

It does not replace traditional Emergency Medical Services (EMS) but instead works in tandem to improve safety and mission success. The Operational Medicine Division (OMD) defines Tactical Emergency Medical Support (TEMS) as the medical planning, prevention, and care provided during high-risk, large-scale, or extended law enforcement operations. The OMD/TEMS Pilot Program focuses on protecting the health and safety of law enforcement personnel and the public, and aims to reduce serious injuries, disability, and death during police and protective activities by combining proven medical practices with advanced police tactics. OMD/TEMS strives to deliver superior care in austere situations where there may be limited information, few resources, and high stress.

1.2 Objectives: The objective is to procure a four-day Tactical Medical Operators Course

(TMOC).

1.3 Scope:

1.3.1 The contractor shall provide all personnel, supplies, transportation, materials, supervision, and other items and non-personal services necessary to perform instruction of a “Tactical Medical Operators Course” as defined in this Statement of Work except for those items specified as Government furnished property and services. In addition, the contractor shall accomplish/provide:

o All travel and subsistence for instructional staff o Preparation and distribution of student materials, certifications, etc.

o Pre-course instruction detailing principles to be addressed during actual

Course Instruction o 4 Days of Instruction (totaling 32 hours) o TMOC Instruction covering (but not limited to) the following concepts:

TCCC/C-TECC principles

• MARCH skills o Massive Hemorrhage o Airway o Respiration o Circulation o Hypothermia/Head Injuries

EMT-T vs Paramedic skills in tactical operations

• IV/IO

• Advanced Airways

• Pharmacology

• Thoracic Trauma/Seals o All training aids necessary to run skill based and scenario-based medical evolutions.

1.3.2. The government shall provide:

o Other requirements, if necessary, such as: Individual operational gear, operational medical equipment and mobile platforms, operational medical resupply, Ultimate Training Munitions (UTM).

o Travel and subsistence expense for student attendees.

1.4 Specific Tasks:

1.5 General Information

1.5.1 Date of Delivery: This course must be scheduled to be held in the month of June 2026.

1.5.2 Place of Delivery: The contractor shall conduct the training in person at a TBD training location provided by the vendor.

1.5.3 Hours of Operation: The contractor is responsible for being available between the hours of 8am – 4:30pm EST Monday through Friday during the scheduled course, except when the facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings, weather permitting.

1.5.4 Type of Contract: The Government shall award a Firm, Fixed Price Contract.

1.5.5.1 Privacy Act: Personnel who have access to Privacy Information shall adhere to the Privacy Act, Title 5 of the U.S. Code, Section 552a and applicable agency rules and regulations.

1.5.5.2 Physical Security: The contractor shall be responsible for safeguarding all Government equipment, information and property provided for contractor use. At the close of each work period, Government facilities, equipment, and materials shall be secured.

1.5.5.3 Key Personnel: The contractor shall provide a point of contact (POC) who shall be responsible for the training course delivery. The name of this person and an alternate who shall act for the contractor when the manager is absent shall be designated in writing to the contracting officer. The POC or alternate shall have full authority to act for the contractor on all contract matters.

1.5.5. Contractor Travel: The contractor will be responsible for it’s own travel and subsistence expense.

PART 2

DEFINITIONS & ACRONYMS

2. DEFINITIONS AND ACRONYMS:

2.1. Definitions:

2.1.1. Contractor. A supplier or vendor awarded a contract to provide specific supplies or service to the Government. The term used in this contract refers to the prime.

2.1.2. Contracting Officer (C.O.). A person with authority to enter into, administer, and or terminate contracts, and make related determinations and findings on behalf of the Government. Note: The only individual who can legally bind the Government.

2.1.3. Deliverable. Anything that can be physically delivered but may include non-manufactured things such as meeting minutes or reports.

2.1.4. Key Personnel. Contractor personnel that are evaluated in a source selection process and that may be required to be used in the performance of a contract by the Key Personnel listed in the SOW. When key personnel are used as an evaluation factor in best value procurement, an offer can be rejected if it does not have a firm commitment from the persons that are listed in the proposal.

2.1.5. Physical Security. Actions that prevent the loss or damage of Government property.
