About this opportunity

The Federal Aviation Administration's Office of Security and Hazardous Materials Safety is conducting a market survey to assess vendor capabilities for developing a Tactical Intelligence Platform for International Travel. This platform will support the FAA's International Travel Security Program by providing timely security and risk information to FAA employees traveling internationally while monitoring safety concerns and ensuring the agency's duty of care obligations. Key requirements include location-based intelligence reporting, real-time traveler tracking with risk alerts, metrics reporting functionality, 24/7 emergency hotline operations, user hierarchy and account management capabilities, and help ticket turnaround times. Vendors must demonstrate their organization's strategy, capability, and methodology through responses addressing three baseline requirements: completion of a cover sheet with company information, comprehensive answers to capability questions, and documented past performance on a comparable engagement. The submission deadline is 5:00 PM EST on May 15, 2026, with responses limited to ten pages in Times New Roman 11-point font and submitted to Stephania Ivory at stephania.l.ivory@faa.gov.

This market survey is not a request for proposal and does not represent a formal solicitation; therefore, no set-aside designations have been applied. The FAA will not notify respondents of survey results or pay submission costs, and vendors will not be identified as potential incumbents. No specific award value or budget range is disclosed in this pre-solicitation notice. However, the past performance requirement indicates the platform should support approximately 10,000 to 12,000 annual trips with 3,000 to 4,000 international travelers, requiring one administrator license and five user licenses. Applicable NAICS codes are 541990 (All Other Professional, Scientific, and Technical Services) and 513210 (Software Publishers), both with a $19.5 million size standard. Based on survey responses, the FAA anticipates determining competition type, which may include unrestricted, single source, tiered, or various small business set-aside options including 8(a), SDVOSB, HUBZone, WOSB, and EDWOSB.
