About this file
This is a market survey document for a Tactical Intelligence Platform for International Travel issued by the Federal Aviation Administration (FAA) Office of Security and Hazardous Materials Safety (ASH). The FAA is conducting market research to assess vendor capabilities and develop procurement strategy for a platform to support the International Travel Security Program (ITSP), which prepares FAA employees traveling internationally with timely security and risk information while ensuring duty of care monitoring. This is not a Request for Proposal, screening information request, or solicitation for unsolicited proposals.
Respondents must submit a maximum ten-page response in Times New Roman 11-point font addressing three baseline requirements: completion of a cover sheet with company information and capabilities checklist; comprehensive answers to capability questions covering location-based intelligence reporting, real-time traveler tracking with risk alerts, metrics reporting functionality, 24/7 emergency hotline operations, user hierarchy and account management, and help ticket turnaround times; and documented past performance on a comparable engagement within the last three years (10,000-12,000 annual trips, 1 administrator license, 5 user licenses, 3,000-4,000 international travelers). Applicable NAICS codes are 541990 (All Other Professional, Scientific and Technical Services) or 513210 (Software Publishers), both with a $19.5 million size standard. The FAA anticipates determining competition type (unrestricted, single source, tiered, or small business set-asides including 8(a), SDVOSB, HUBZone, WOSB, and EDWOSB) based on survey responses. All responses must be received by 5:00 PM EST on May 15, 2026, submitted to Stephania Ivory at stephania.l.ivory@faa.gov. The FAA will not pay submission costs and will not notify respondents of survey results. Only respondents to this market survey will receive a subsequent Screening Information Request if issued.
