About this opportunity
The U.S. Coast Guard Aviation Logistics Center is procuring T70x Engine Indications Test Set Adapters for MH-60T aircraft through solicitation 70Z03825QH0000058. These specialized adapters interface with aircraft wiring harnesses through cannon plugs to simulate critical engine and fuel indication parameters including gas generator speed, turbine gas temperature, power turbine speed, rotor speed, engine torque, chip detectors, oil temperatures and pressures, and fuel quantity indicators. All parts must comply with Federal Aviation Administration guidelines and airworthy commercial or military specifications to ensure aircrew safety, with contractors required to provide a Certificate of Conformance per FAR clause 52.246-15. The procurement will use a lowest-priced, technically acceptable evaluation methodology, with technical acceptability based on the Original Equipment Manufacturer's ability to meet specifications and past performance evaluated through the USCG's Asset Logistics Management Information System. The original solicitation deadline was extended to July 16, 2025, after no initial quotes were received.
This procurement is designated as a total small business set-aside under NAICS code 334515 with a size standard of 750 employees, though it is anticipated to be awarded on a sole source basis to Ultrax Aerospace, Inc. (Cage Code 07PR7), the authorized manufacturer. The USCG intends to initially order four units, with the first article delivered within 90-120 calendar days after receipt of order, followed by three production units within 90-120 calendar days of first article acceptance. Per FAR 52.217-6, the Coast Guard may exercise an option to increase the quantity by twelve additional units for a maximum of sixteen units at the same unit price within 365 days of the initial award. Market research conducted from May 2024 through May 2025 confirmed Ultrax Aerospace as the only authorized distributor with no alternative sources identified. The procurement is funded by Procurement, Construction, and Improvements funds for Fiscal Year 2025 and will be awarded as a firm-fixed price purchase order.
