STATEMENT OF WORK (SOW)

FOR

T70x Indications Test Set Adapter

ATTACHMENT 3 -

1.0 SCOPE

A requirement exists for the design, manufacture and procurement of First Article and production quantities of T70x Indications Test Set Adapter for the United States Coast Guard (USCG) MH-60 Helicopter test equipment replacement.

2.0 BACKGROUND

The USCG, Aviation Logistics Center (ALC) Medium Range Recovery (MRR) Product Line is responsible for the validation of all aircraft instrumentation on the MH-60T helicopter. Due to the obsolescence of a former test set, the MRR product line has an emerging requirement to test and validate engine indications and fuel quantity indications. This requirement is for testing of the aircraft and not the engines. T70x Engine Indications Test Set Adapter is required to support the capabilities of testing the operational status of aircraft systems of the MH-60T aircraft. This is a new adapter that will replace the obsolete Instrument Test Set (100- 473905-001). The USCG utilizes UxValidator Series II (NIIN 01-603-9432) that is procured from a mandatory source. Ultrax Aerospace, Inc. (Ultrax) has already developed the T70x ETS technology to complete this testing for the US Army H-60A/L/V. The US Army H-60A/L/V has been assigned the unique part number 17-0518-00, USAF HH-60W has been assigned the unique part number 18-1130-00. T70x Engine Indication Test Set adapter is utilized by other government agencies;

however, each agency has a different aircraft connection; therefore, it is required that the USCG completes a first article to ensure this adapter has proper connection to complete testing required.

Once the first article is complete, Ultrax will assign a unique USCG part number.

2.1. Applicable Documents and Design Criteria

2.1.1. Availability of Documents

The contractor shall have access to all applicable documents and obtain current editions of all applicable documents for the entire life of the contract. The USCG does not own, nor can it provide the technical document specified herein.

2.1.2. Industry Documents

Industry documents consist of any Original Equipment Manufacturer (OEM) specifications for the component set forth in the schedule.

2.1.2.1 Salient Characteristics

The Aircraft Engine and Fuel test set adapter must be able to interface with the aircraft wiring harness through the installed connectors and provide an appropriate signal to simulate engine and fuel indication parameters. These parameters should be simulated via an analog discrete communication standard which will be interpreted through the aircraft architecture and displayed on the Common Avionic Architecture System (CAAS) Engine Instrument Caution Advisory System (EICAS). These indications shall include but are not limited to:

• Gas Generator Speed (Ng)

• Turbine Gas Temperature (TGT)

• Power Turbine Speed (Np)

• Rotor Speed (Nr)

• Engine Torque

• All installed chip detectors for engines and gearboxes

• Engine and main gearbox oil temperature and pressure

• Oil filter bypass indications

• Fuel quantity indicators for inboard and external tanks

The test set needs to provide the interconnecting and power control which allows maintenance personnel to simulate specific inputs required for calibration and testing of the systems associated with the indication above. The MH-60T test set will interface with the aircraft wiring harness through the installed cannon plugs and provide an appropriate signal to simulate engine and fuel indication parameters.

2.2. Applicable Commercial Documents. Unless otherwise specified herein, the Contractor shall comply with its own internal written standards relative to design, quality, and configuration specifications. The following are acceptable commercial standards:

Note: Commercial documents must be ordered from commercial supply sources. The contractor shall utilize the most recent versions of documents that are published at time of award. The Contractor shall identify the revision status and date of all references in their documentation.

2.3. Design Criteria

2.3.1. T70x Indications Test Set Adapter. Fabricate and modify existing T70x Indications Test Set Adapter to meet USCG MH-60 requirement.

2.3.2. Non-Reoccurring Engineering (NRE) - The Contractor shall use commercially reasonable efforts to perform the manufacturing services in conformity with the design criteria set forth in section 2.1 and 2.2 of this SOW. Service charges, and other costs incurred in the performance of the manufacturing services, shall be included in the one-time NRE.

3.0 TECHNICAL DESCRIPTION

3.1. Performance Specification. The T70x Indications Test Set Adapter shall be designed and manufactured in accordance with the design criteria listed in paragraphs 2.1 and 2.2 of this

SOW.

3.2. Interface Definition. T70x Indications Test Set Adapter shall interface with the aircraft wiring harness through the installed cannon plugs and provide an appropriate signal to simulate engine and fuel indication parameters.

3.3. Performance & Capabilities.

3.3.1. Design Deviation Requirements. The T70x Indications Test Set Adapter shall comply with the references listed in paragraph 2.1 & 2.2. If the Contractor deviates from the requirements in paragraphs 2.1 & 2.2, the contractor shall describe the deviation and include an explanation of how the airworthiness of their design is substantiated.

4.0 PRODUCTION REQUIREMENTS

4.1. First Article. The contractor shall deliver one (1) first article T70x Indications Test Set Adapter within ninety (90) to one hundred and twenty (120) calendar days After Receipt of Order (ARO) to ALC for first article testing and acceptance. The first article must meet AS9012 first article inspection requirements and pass ALC acceptance testing IAW section 5.2 of this

SOW.

4.2. T70x Indications Test Set Adapter Production. The Contractor shall provide new production T70x Indications Test Set Adapter. The Contractor shall provide all parts, material, labor, tooling, test equipment and facilities needed to produce T70x Indications Test Set Adapter at the firm-fixed prices specified.

4.3. Production Buys. If the Contractor’s first article is approved by ALC, new production quantities may be purchased from the Contractor. The Contractor shall not ship new production quantities, IAW the schedule listed in section 7.0, until they receive notification from ALC Contracting.

4.4. T70x Indications Test Set Adapter Part Numbers. The Contractor shall provide a part number for the new production T70x Indications Test Set Adapter developed in accordance with this specification. Each T70x Indications Test Set Adapter shall be marked with manufacture part number.

5.0 QUALITY ASSURANCE PROVISIONS

5.1. Responsibility for Inspections and Tests. The Contractor shall establish an inspection system in accordance with FAA and/or DoD procedures for all components. The USCG reserves the right to review the Contractor operation and/or facilities at any time during the period of the contract.

5.2. Testing. The Contractor shall ensure each new production T70x Indications Test Set Adapter described in the product description will undergo full acceptance testing. The Contractor shall provide a copy of their Acceptance Test Procedure (ATP) to the Government for review.

5.2.1. First Article Testing. First Article fit & function testing will be conducted on an aircraft located at the Aviation Logistics Center Elizabeth City NC. Any contractor specific requirements for testing shall be submitted to the Contract Specialist, Kiley.E.Brown2@uscg.mil, for review and acceptance prior to first article delivery. The Contractor shall deliver first article T70x Indications Test Set Adapter for verification and acceptance by the USCG and include results of Insertion loss & VSWR testing.

5.3. Preliminary Inspection. All parts produced or modified under the provisions of this contract must be airworthy and suitable for installation on USCG aircraft.

5.4. Final Inspection and Acceptance. Final inspection and acceptance of material under this contract shall be performed at destination by local Receiving personnel and will consist of count, condition and verification that all required documentation has been provided. ALC considers components RFI upon acceptance. Components determined to be non-RFI upon installation may be returned to the Contractor with a Quality Deficiency Report for repair at no additional cost to the USCG.

5.5. Configuration Management Program. The Contractor shall have an established Configuration Management Program with control systems in place for the T70x Indications Test Set Adapter including configuration identification of each hardware item for the contract life.

Any changes to the functionality of the T70X must be approved by the USCG through written notification such as Service Bulletins.

5.5.1. Serialization. The Contractor shall follow their own procedures.

6.0 SPECIAL INSTRUCTIONS

6.1. Warranty. The government may accept the Contractor’s standard commercial warranty.

The warranty period will commence upon installation or twelve months after delivery, whichever comes first.

6.2. First Article Shipment Notification. Contractor shall notify the Contract Specialist via e-mail upon shipment of first article at Kiley.E.Brown2@uscg.mil. The e-mail shall include the first article tracking number.

7.0 DELIVERY SCHEDULE

NOTE: Early deliveries are desired and acceptable.
