About this opportunity

The Department of Veterans Affairs Technology Acquisition Center (contracting activity in Independence, Ohio) seeks an SDVOSB-certified contractor to provide video production support services on a blanket purchase agreement, with proposals due May 11, 2026. This is a 100% SDVOSB set-aside; only SBA-certified SDVOSB firms are eligible for award.

Place of performance is the ILEAD studio in Saint Louis, Missouri (approximately 40% of work) and field locations nationwide at VA medical facilities and other sites (approximately 60% of work). The BPA ceiling is $1.51 million over five years (June 28, 2026 through June 27, 2031), with individual order limits of up to $200,000 per task order. The contract includes a one-year base period and four optional one-year renewal periods. The incumbent contractor is Oak Leaf Cluster, LLC.

Services encompass scriptwriting, producing, directing, videography, audio recording, graphics production, editing, and related broadcast support for live or live-to-tape satellite broadcasts, field documentary and news-style shoots, conference coverage, and scripted film-style productions. The contractor must provide qualified personnel and obtain field production packages (4K cameras, lenses, lighting, monitors), mobile switcher packages, audio packages, or remote production facilities as specified in individual task orders. Standard production days are 10 hours; overtime is calculated at 1.5 times the regular hourly rate and subject to prior Contracting Officer approval.

Proposals must submit four volumes: Technical (30-page limit covering work samples, field production capability, and administrative infrastructure), Past Performance (3-page limit demonstrating studio production experience and actor casting experience), Price (BPA price list for all five years), and Solicitation/Award Documents with certifications. Evaluation is based on technical capability (acceptable/not acceptable), past performance, and price, with award to the responsible offeror offering best overall value. Contractors must comply with Service Contract Labor Standards wage determination 2015-5075 Rev 3 and limitations on subcontracting, with no more than 50% of contract payments made to non-certified SDVOSB firms for services. NAICS 512110; PSC T006.
