About this file

This is a Performance Work Statement for equipment harvesting and overhaul services related to MTU Main Propulsion Diesel Engine power units from two T-EPF 1 Class vessels. The Department of the Navy Military Sealift Command requires the removal of eighty power pack units each from the ex-USNS Spearhead and ex-USNS Fall River, located at the Beaumont Reserve Fleet in Beaumont, Texas. The contractor must coordinate with an authorized MTU Original Equipment Manufacturer representative to remove the power packs, prepare them for shipment using government-furnished transportation cases (QTY 160), and arrange for their transport to an MTU overhaul facility. The period of performance extends from award through September 15, 2026 for power pack removal, with overhaul work to be completed within one year post-award.

The contractor is responsible for furnishing all labor, tools, and consumable materials not specified as government-furnished, including forklift and air compressor rentals, HAZMAT coolant disposal coordination, and scrap metal crates. Quality assurance requires compliance with OEM specifications, with all work subject to preliminary inspections, final reassembly layout inspections, and packaging inspections per the Contracting Officer's Representative's satisfaction. The contractor must document "as-found" conditions with photographs upon removal completion and provide overhauled condition reports with photographs upon completion. Power units from ex-Spearhead (minimal hours) require cleaning and polishing, while ex-Fall River units require full overhaul. Upon completion, the contractor must preserve the units for long-term storage and maintain them at the MTU facility until the end of the performance period. Labeling requirements include requisition numbers, quantities, descriptions, weight, and cube dimensions on each shipping container.
