About this opportunity

The National Institute of Diabetes and Digestive and Kidney Diseases intends to solicit synthesis scale-up, custom synthesis, purification, and characterization of prodrug analogs and cyclopentane peptide nucleic acid (PNA) precursors, with responses due July 25, 2026 at 9:00 AM Eastern time. This procurement carries a non-competitive sole-source intent to CreaGen Inc., Woburn, Massachusetts, though the government retains discretion to proceed competitively.

The materials are not commercially available and require specialized synthetic expertise and production capabilities. Work supports the Synthetic Bioactive Molecules Section within the Laboratory of Bioorganic Chemistry and will generate quantities sufficient for ongoing preclinical studies evaluating compound activity, optimizing lead candidates, and advancing anti-cancer therapeutics and HIV prevention and treatment agents toward clinical development.

The procurement is classified under NAICS 325414 (Biological Product Manufacturing) and conducted under FAR Part 13 Simplified Acquisition Procedures. Estimated value does not exceed $350,000. The size standard is $34 million.

Respondents must submit technical proposals, cost-price proposals, period of performance, Unique Entity ID, Taxpayer Identification Number, and business size certification. All respondents must maintain active SAM registration. Submissions are electronic to Mr. Vishnuvajjala Hanumanth Rao, Lead Purchasing Agent, at vishnuh@mail.nih.gov.

Background Information: The National Institute of Diabetes and Digestive and Kidney Diseases conducts and supports biomedical research to improve the understanding, prevention, and treatment of diseases affecting human health.

Within the Laboratory of Bioorganic Chemistry, the Synthetic Bioactive Molecules Section conducts research focused on the discovery and development of novel therapeutic compounds for the treatment and prevention of cancer and HIV infection. Ongoing studies have identified several promising sulfanylbenzamide-derived compounds and cyclopentane peptide nucleic acid precursor materials with potential applications as anti-cancer therapeutics, HIV prevention and treatment agents, and diagnostic technologies.

To support these research efforts, the Synthetic Bioactive Molecules Section requires synthesis scale-up, custom synthesis, purification, and characterization of optimized lead compounds and specialized precursor materials. These materials are not commercially available and require specialized synthetic expertise and production capabilities to generate quantities sufficient for continued preclinical evaluation.

The materials produced under this requirement will be used in ongoing preclinical studies to evaluate compound activity, optimize lead candidates, and support advancement toward future clinical development.
