About this opportunity

The U.S. Army Mission Installation Contracting Command Office at West Point is procuring a PerkinElmer S23 Three-Rack Autosampler for installation at the Department of Geography and Environmental Engineering at the United States Military Academy. The procurement requires a contractor to supply and install the autosampler to integrate with an existing Avio220 Max Inductively Coupled Plasma spectrophotometer, ensuring proper communication with Syngistix software and precise probe alignment across 150 sampling positions. Offerors must be registered in the System for Award Management under NAICS code 334516 (Analytical Laboratory Instrument Manufacturing) with a size standard of 1,000 employees. The solicitation will be evaluated solely on price using standard price analysis techniques per FAR 13.106-3(a) to determine reasonableness. All proposals must be submitted via email to Ms. Tara D'Amico at Tara.M.Damico.civ@army.mil by August 7, 2025, at 11:00 AM Eastern Standard Time, with questions due by August 5, 2025, at 12:00 PM Eastern Time.

The procurement is classified as unrestricted with no set-aside designation, contradicting an earlier reference to Women-Owned Small Business status in one document. The contract includes a firm-fixed-price arrangement with a performance period from August 11, 2025, to October 10, 2025, followed by a 12-month warranty period with 2-hour technical support response time requirements. The work will be performed at Building 745 Brewerton Road at West Point, NY, where the contractor must complete security and anti-terrorism training and comply with installation access regulations. The procurement involves replacing a non-functioning existing PerkinElmer S23 autosampler that is critical for the department's ability to resume automated analysis of digested samples. While no specific contract value is mentioned, a quotation for the replacement equipment has been obtained from Franklin Young International Inc.
