About this opportunity
This solicitation seeks proposals for an innovative switch filter integrated microwave assembly to fulfill requirements at Eglin Air Force Base. The Department of the Air Force Materiel Command Test Center will evaluate proposals and award a firm-fixed-price contract. Offerors must submit technical and price proposals by February 10, 2023, with the technical factor being more important in the evaluation. Proposals will be assessed on the innovativeness and feasibility of the solution, as well as the importance to the agency's programs. Questions are due by January 27, 2023.
There is no set-aside designated for this requirement. Solutions must have a total price under $645,000. One prototype unit must be delivered within three months of award at a cost below $35,000, with an option to order 244 production units over the following twelve months at a cost below $610,000. The place of performance is Eglin Air Force Base in Florida. Foreign participation is not permitted. The period of performance is expected to be one year from date of award.

Eglin AFB is conducting a commercial solutions opening (CSO) Call, under the Finding Agile Solutions for test (FAST) CSO FA9302-21-S-C001, authorized by Section 803 of the FY22NDAA, Authority to Acquire Innovative Commercial Products and Commercial Services using General Solicitation Competitive Procedures. This provides the DoD with permanent CSO authority codified in 10 U.S.C. 3458. Under a CSO, the Air Force may competitively award proposals received in response to a general solicitation, similar to a broad agency announcement, to acquire innovative commercial items, technologies, and services, based on a review of proposals by scientific, technological, or other subject-matter expert peers within the Air Force. Under this CSO FA2487-23-S-C003 Call 009, all items, technologies, and services shall be treated as commercial items, and one (1) contract award will occur for one (1) topic. The Air Force intends to obtain “innovative” solutions or potential new capabilities that fulfill requirements, close capability gaps, or provide potential technology advancements. Solutions may include existing technologies or procedures that are not currently in use by units at various locations that would enhance or streamline their mission capabilities. This CSO contains a single broadly defined area of interest. A complete copy of the solicitation is available. However, offerors shall e-mail a copy of their DD2345 to the Contracting Officer and Government Program Manager if interested in obtaining a copy of the complete solicitation. The form, instructions, and FAQs may be found at the United States/Canada Joint Certification Program website, http://www.dlis.dla.mil/jcp/. Approval of the DD Form 2345/JCP Registration will be verified prior to transmission of Attachments 1, 4 and 5 along with Exhibits A and B. However, in some cases, active JCP Registration will not be required for transmission of the documents. A possible exceptions will be granted if the JCP registration is cancelled or expired and just needs to be renewed. Active JCP Registration will be mandatory prior to submission of the proposal.
