STATEMENT OF WORK (SOW) TEMPLATE
TO BE USED BY CONTRACTORS TO GENERATE AND SUBMIT A PROPOSED
SOW IN RESPONSE TO COMMERCIAL SOLUTIONS OPENING (CSO) TOPIC EAFB-
Contractor SOW shall use this structure and address each section.
Contractor shall enter “Not Applicable” in a particular section as needed.
Section 1 - Objective of Project and Measures of Project Success
Section 2 - Scope of Project
Section 3 – Key Project Management Milestones/Events
• First Article Milestones (To Include Milestone for Permitting Exercise of Production Option & Test Data Delivery Milestones)
• Production Milestones (To Include Test Data Delivery Milestones)
Section 4 - SOW Tasks for Meeting Technical and Production Requirements (list each by separate alpha/numeric paragraph) (Gov’t CDRLs contained in Exhibits A & B shall be referenced for delivery in the tasks)
• Language from the SOO may be incorporated as needed
• Demonstrate ability to meet objectives outlined in the SOO
Section 5 – Reliability and Maintainability Plan
Section 6 – List of Key Personnel and Citizenship as well as Number of Hours Dedicated to the Project (No pricing information shall be included)
Section 7 – List of Major Components and Test Equipment
Section 8 - Military Installation, Facility or Equipment Access Requirements
Due to military installation security requirements, any need to photograph, scan or create images of military aircraft or equipment shall be clearly stated.
Section 9 - Required Government Furnished Equipment (GFE) such as Test Equipment
Section 10 - Required Government Furnished Information (GFI) Including Technical Data
Due to military installation access requirements, only US citizens and legally admitted foreign nationals shall be used on this project.
Section 11 – Comprehensive List of Deliverable Items
Section 12 – Warranty Terms and Conditions
Section 13 - Potential Project Risk Factors & Management Regarding Cost, Schedule & Performance
