About this opportunity
The National Oceanic and Atmospheric Administration (NOAA) intends to award a sole source firm fixed price purchase order for maintenance, support, and cloud migration services for a Rees Scientific Centron environmental monitoring system at the Southwest Fisheries Science Center (SWFSC) in La Jolla, California. The procurement seeks a vendor capable of performing routine maintenance and upgrades to the existing automated temperature monitoring and notification infrastructure, including cloud migration, firmware upgrades, battery replacement, and comprehensive software upgrades. Interested parties must submit a capabilities statement by May 5, 2026, at 1:00 PM Eastern Time that includes technical data, cost information, and convincing evidence demonstrating capability to meet the requirement. The evaluation will focus on the vendor's demonstrated capability and familiarity with upgrading and servicing Rees Scientific Centron equipment, as well as the sufficiency of technical and cost data provided. All capabilities statements received by the deadline will be considered, though this notice does not guarantee a competitive procurement, as the government retains sole discretion to proceed with or without sole source designation.
No set-aside designation has been applied to this procurement. Rees Scientific, located at 1007 Whitehead Road Extension, Trenton, New Jersey, is identified as the incumbent and the intended sole source contractor based on being the original equipment manufacturer with proprietary system knowledge. The contract encompasses a base year in 2026-2027 with four option years extending through 2031, totaling a five-year period of performance. The existing system currently includes 33 to 46 monitoring points requiring service and support, with work performed primarily at the SWFSC La Jolla Laboratory. While specific award values or budget ranges are not disclosed in the pre-solicitation notice, the contract is being pursued under simplified acquisition procedures, suggesting it falls within the simplified acquisition threshold.
