About this file
This is a Statement of Work (SOW) for NOAA's Southwest Fisheries Science Center (SWFSC) seeking vendor services for Rees Centron System cloud migration, maintenance, and support.
The SWFSC requires a vendor to migrate its existing automated temperature monitoring and notification system (ATMS) from an on-premises Rees Scientific Centron system with 33 monitoring points to a cloud-based platform. The vendor must perform four primary tasks: (1) migrate the monitoring system to a new cloud-based version; (2) provide a one-year onsite service contract on Rees Scientific Centron nodes, panels, and sensors with 24-hour technical support; (3) upgrade current firmware (V2-Net/V2-CRD) to Z3 protocol and Centron software; (4) replace existing V2 batteries; and (5) perform a comprehensive Rees software upgrade including Rees Centron application installation, SQL Server database upgrade, and database migration on SWFSC-provided hardware and operating systems. The work will be performed at the Southwest Fisheries Science Center La Jolla Laboratory located at 8901 La Jolla Shores Drive, La Jolla, California. The contract period runs from the base year of 2026-2027 through four option years extending through 2031. The vendor must have demonstrated capability and familiarity with upgrading and servicing Rees Scientific Centron ATMS equipment and will require access to SWFSC IT systems. No government-furnished property or applicable standards have been specified.

NOAA/NATIONAL MARINE FISHERIES SERVICE
SOUTHWEST FISHERIES SCIENCE CENTER
INFORMATION TECHNOLOGY AND DATA SERVICES DIVISION
STATEMENT OF WORK
REES CENTRON SYSTEM CLOUD MIGRATION, MAINTENANCE, AND SUPPORT
I. Background/Overview:
The Southwest Fisheries Science center (SWFSC) is the research arm of NOAA's National Marine Fisheries Service in the Southwest Region. Center scientists conduct marine biological, economic and oceanographic research, observations and monitoring of living marine resources and their environment. Center scientists also conduct research on the impacts of environmental variability and climate change on marine ecosystems and on fishery and conservation socio-economics. The ultimate goal of these scientific efforts is to ensure that the region's marine and anadromous fish, marine mammal, marine turtle, seabird, and invertebrate populations remain at sustainable and healthy levels, as functioning parts of their ecosystem and to enhance the quality of life for the public.
The SWFSC houses multiple laboratories and an experimental aquarium facility. Many of the laboratories at the SWFSC require storage of samples at constant sub-zero and/or ultra-cold temperatures, while the experimental aquarium requires consistent water temperatures to house live organisms. In order to ensure that temperatures remain suitable throughout the facility, especially during off hours, the SWFSC has installed an automated temperature monitoring and notification system (ATMS). This non-personal service contract seeks a vendor that can perform routine maintenance and upgrades to the existing automated temperature monitoring and notification infrastructure at the SWFSC.
II. Scope of Work
The current SWFSC ATMS comprises 33 monitoring points on a single server node. The system (hardware, software, and firmware) is a Rees Scientific Centron system (https://www.reesscientific.com/). With this service contract, the SWFSC aims to secure a vendor with the capacity to perform necessary and routine maintenance to existing hardware, software, and firmware, as well as provide upgrades as necessary, on an annual basis. This service contract also allows the vendor to perform upgrades that are necessary for up-to-date IT security compliance and protection on all applications, operating systems and hardware platforms.
III. Tasks
Task 1 – Vendor shall migrate SWFSC monitoring system to new cloud based monitoring system.
Task 1 – Vendor shall provide one-year, onsite service contract on Rees Scientific Centron nodes, panels, and sensors, including 24 hour technical support.
Task 2 – Vendor shall upgrade current firmware (V2-Net/V2-CRD) to Z3 protocol and Centron software.

DRAFT
Task 3 – Vendor shall replace existing V2 Batteries.
Task 4 – Vendor shall perform Rees software upgrade that include Rees Centron application upgrade installation, database SQL Server upgrade installation, and database migration on a SWFSC provided hardware and operating system platform.
IV. Period of Performance
Base Year: 2026 – 2027 Option Year 1: 2027 – 2028 Option Year II: 2028 – 2029 Option Year III: 2029 – 2030 Option Year IV: 2030 – 2031
V. Place of Performance
Southwest Fisheries Science Center La Jolla Laboratory 8901 La Jolla Shores Drive La Jolla, CA 92037
VI. Deliverable Schedule
Start migration of system to cloud version and continue support beginning 2026, with service and support through 2031 for the base and all option periods.
