About this opportunity
The National Oceanic and Atmospheric Administration (NOAA) is seeking to award a firm-fixed price contract for the supply of a chartered vessel and crew to conduct a marine mammal and seabird survey. The vessel must meet specific requirements related to size, speed, and laboratory/observation capabilities to support the survey work, which includes visual transects, biopsy sampling, hydrophone deployments, and oceanographic profiling. NOAA will provide most survey equipment, while the contractor must provide a small boat, oceanographic sensors, and conduct all vessel operations. Quotations are due by April 10, 2024 and will be evaluated based on the vessel's capabilities, the experience of the crew, and the offeror's past performance.
This is a 100% small business set-aside procurement under NAICS code 483114 (Deep Sea Freight Transportation), with a small business size standard of 550 employees. The base period of performance is July 15, 2024 through December 31, 2024, with three one-year option periods that could extend the contract through December 31, 2027. NOAA intends to select one contractor, but reserves the right to make no award depending on the quality and pricing of the quotations received.
