About this opportunity
The Department of the Army Materiel Command, 410th Contracting Support Brigade, seeks quotations for Line Haul, Material Handling Equipment, and agricultural pressure washer services supporting U.S. Southern Command training operations in Tarapoto, Peru, with proposals due August 18 at 1600 CST and questions due August 14 at 1500 CST. A NAICS code appeal has been docketed with the SBA Office of Hearings and Appeals; the Government determined that delaying award would compromise vital logistical support in theater and will proceed with the current solicitation schedule regardless of OHA decision timing—any OHA ruling received after the proposal deadline will not apply to this solicitation but will apply to future solicitations for the same services.
Place of performance is Tarapoto, Peru, including Comandante FAP Guillermo del Castillo Paredes Airport and 5th Brigade Training Area. Period of performance runs August 28 through September 23, 2026, with specific service windows: Line Haul deployment August 29–September 2; Line Haul redeployment September 20–23; Material Handling Equipment (forklift) August 29–September 23; AGWASH pressure washer services September 18–21. The contractor shall provide four 20-foot flatbed trucks with operators, one 10,000-pound-capacity forklift with extended forks, two commercial-grade pressure washers (minimum 90 PSI) connected to a 2,000-gallon water tanker, fuel, maintenance, and supervision. All equipment must be in good mechanical condition, fully operational, and not more than ten years old. The contractor must maintain 100% Acceptable Quality Level compliance, including a standardized 4-hour response time for troubleshooting and equipment replacement and in-transit status reports every four hours. All contractor personnel must be Peruvian nationals with valid security background checks; a Contract Manager and alternate with English Level II proficiency must be designated within seven days of award. Proof of full-coverage Peruvian liability insurance and vehicle technical inspection certificates are required at least ten days before operations commence. Defense Base Act insurance is mandatory and treated as a not-to-exceed reimbursable line item (CLIN 0002); proof must be submitted no later than seven days after award. Cargo insurance covering $1.2 million in government-owned property is required separately, with coverage for collision, overturning, fire, theft, and loading/unloading damage compliant with Peruvian Law No. 27181; proof of insurance is due by August 27 at 1600 CST. The NAICS code is 484122, General Freight Trucking, Long-Distance, Less Than Truckload, with a $43.0 million size standard; there is no set-aside. Award will be made to the lowest-priced technically acceptable offeror with conforming past performance. Offerors must provide two examples of past performance on awarded contracts and demonstrate capability to meet PWS requirements within seven days of award. Technical submissions must include proof of equipment specifications and a maintenance plan demonstrating 2-hour response, 4-hour repair, and 6-hour replacement capabilities. Quotations must be firm for 30 calendar days from the response date and submitted electronically in U.S. dollars to SSG Caleb D. Caruth (caleb.d.caruth.mil@army.mil) or SSG David L. Garza (david.l.garza5.mil@army.mil). Contractor questions and responses were posted August 13 and August 14, 2026.
