About this file
This is a Request for Quotation (RFQ) solicitation for non-personal services supporting government training operations in Peru. The Theater Contracting Center – Americas, 410th Contracting Support Brigade, is seeking quotations for Line Haul, Material Handling Equipment (MHE), and customs pressure washer (AGWASH) services in Tarapoto, Peru from August 28 through September 23, 2026. The NAICS code is 484122 (General Freight Trucking, Long-Distance, Less Than Truckload) with a size standard of $43.0 million, and there is no set-aside designation. Solicitation number W912CL-26-Q-A033 was posted July 29, 2026, with an original response date of August 17, 2026 at 1500 CST; however, the current response date is pending an OHA (Office of Hearings and Appeals) decision. The question due date is August 14, 2026 at 1500 CST. Offerors must hold prices firm for 30 calendar days from the receipt date.
The solicitation requires two CLINs: CLIN 0001 covers the primary Line Haul, MHE, and AGWASH services priced as a fixed-price job, and CLIN 0002 covers mandatory Defense Base Act (DBA) insurance as a not-to-exceed reimbursable line item. DBA insurance is required for contractor employees performing services outside the United States; Peru has no waiver, making this 100 percent mandatory. Award will be made to the lowest-priced, technically acceptable offeror with acceptable past performance, evaluated in ascending price order. Bidders must demonstrate capability to meet all PWS requirements within seven days of award and provide two examples of past performance on awarded contracts. Technical submissions must include proof of vehicle specifications meeting size and temperature requirements and a maintenance plan demonstrating on-call response times of two hours, four-hour repair, and six-hour replacement. All quotations must be submitted electronically in U.S. dollars and must include DBA insurance quotes to be considered for award. Insurance must be presented to the contracting officer no later than seven days after contract award. SAM registration is mandatory before submission, and funds are contingent upon appropriation availability.

Vendors MUST SECURE Defense Base Act (DBA) Insurance after award of contract. All DBA insurance information can be determined and acquired using the U.S. Department of Labor website. DBA is a 100% mandated requirement for all services outside of the U.S. that does not have a current waiver on file with the U.S. Department of Labor. The country of Peru does not have a waiver for DBA insurance. DBA is essentially a form of workman’s compensation to ensure all workers are covered in case of an accident during performance of a service contract and is mandatory for all service contracts. DBA Insurance is treated as a Not-to-Exceed Line Item (CLIN), not a Fixed Price CLIN, and the associated costs are fully reimbursable at contract payment. DBA insurance is not considered in the evaluated price for each quotation. Insurance must be presented to contracting officer no later than 7 days after contract award, or the contract will be at risk of termination. Vendors MUST submit a DBA quote with combined solicitation to be considered for award. DBA Insurance must be from an approved source https://www.dol.gov/agencies/owcp/dlhwc/lscarrier
