About this file

This is a Response to Contractor Questions document for a federal linehaul and forklift services contract in Tarapoto, Peru. The document clarifies ambiguities regarding service requirements, operational timelines, insurance obligations, and equipment specifications for a tactical aircraft cargo download and transport operation.

Operational Requirements and Timeline: The tactical aircraft is confirmed to arrive on 28 August 2026 at approximately 1600L. The contractor must stage forklift assets physically and operationally at both Tarapoto Airport and Tarapoto 5th BDE HQ prior to a government inspection beginning 27 August 2026 at 1600L, providing a 24-hour compliance window. Truck service is limited to one deployment day and one redeployment day for pricing purposes, though additional standby days may be billable if operational delays occur. Forklift operations span a designated five-day window to accommodate Air Force scheduling and potential arrival delays. The contractor must account for simultaneous forklift operations at both the airport and headquarters. AGWASH requirements apply to six 463L pallets and three QUADCON containers only—no rolling stock or vehicle washing is required. A standardized 4-hour response time applies uniformly to all troubleshooting, repairs, and asset replacements from initial notification to arrival of fully functional replacement assets or successful repair completion.

Insurance and Compliance: The contractor must procure and maintain separate cargo insurance distinct from mandatory Defense Base Act workers' compensation coverage. Required coverage includes an Inland Marine or Motor Truck Cargo insurance policy covering transit perils including collision, overturning, fire, theft, and loading/unloading damage. The declared cargo value is $1,200,000 USD, and the policy must comply with Peruvian Law No. 27181 regarding cargo liability. Proof of adequate insurance must be submitted to the Contracting Officer no later than 27 August 2026; failure to provide proof will render the contractor non-compliant and may jeopardize contract performance. The final cargo destination is Sauce. Contract award will follow standard acquisition timelines, with personnel, trucks, and forklift assets required available for inspection on the specified date.

Response to Contractor Questions: Linehaul & Forklift Services (Tarapoto, Peru)

Critical Notice to Contractor:

• Arrival Timeline Change: The tactical aircraft is now confirmed to arrive on 28 August 2026 at approximately 1600L.

• Asset Pre-Staging Required: To ensure seamless upload and download of equipment, the Contractor must have forklift assets physically staged and operational at both the Tarapoto Airport and the Tarapoto 5th BDE HQ.

• Pre-Execution Inspection: The Government requires an inspection of all contractor equipment starting on 27 August 2026. This grants a 24-hour window prior to aircraft arrival to resolve any technical or compliance issues.

1. How many actual truck service days? Table 2 says one deployment day + one redeployment day, while PWS §1.5 lists much broader truck availability periods.

Response: The actual number of truck service days is variable and ultimately dictated by the exact time the equipment arrives in-country and the real-time duration required to safely transport the equipment from Tarapoto Airport to the 5th BDE HQ. Total billable service days will depend directly on the download execution efficiency and final delivery timeline. For pricing and scheduling purposes, the Contractor must anticipate exactly one

(1) deployment day and one (1) redeployment day. If the operational window expands past 2 days due to delays, contractor can bill for standby days if this occurs.

2. How many forklift service days? Table 2 shows five separate one-day operations, while §1.5 lists much broader forklift periods.

Response: Forklift service days are dependent on the equipment's arrival timeline and the subsequent movement of assets from Tarapoto Airport to the 5th BDE HQ. The five (5) separate one-day operations referenced in Table 2 establish the designated aircraft execution window. This 5-day window is intentionally structured to accommodate Air Force aircraft availability, scheduling fluidities, and potential arrival delays into Peru. As stated in the Critical Notice, the Contractor must account for simultaneous forklift operations at both the airport and the HQ during these operational days.

3. How many vehicles/equipment items must be AGWASHed? The documents give two washers and four days but no workload quantity.

Response: The Contractor will not be required to wash any rolling stock or vehicles under this contract. The precise workload quantity requiring AGWASH is estimated to be six (6) 463L pallets and three (3) QUADCON containers.

4. Clarify the backup response standard. The solicitation technical submission language references a 2-hour response / 4-hour repair / 6-hour replacement, while the PWS repeatedly requires backup/replacement within four hours.

Response: To eliminate ambiguity, the Government requires a standardized 4-hour response time for all troubleshooting, repairs, or asset replacements. This 4-hour window represents the maximum allowable time from initial notification of a mechanical or operational failure to the arrival of fully functional replacement assets or successful repair completion. This standard is mandatory to meet the rigid download and delivery schedule.

5. Please confirm whether the Contractor is required to maintain cargo insurance covering Government-owned property transported on the line-haul vehicles. If so, please provide the required coverage limits or declared value of the cargo to be transported.

Response: Yes, the Contractor is unequivocally required to procure and maintain cargo insurance for the full duration of the contract. This insurance must cover loss or damage to all Government-owned property while it is in the Contractor's care, custody, and control during transport between Tarapoto Airport and the 5th BDE HQ.

To be clear, the mandatory Defense Base Act (DBA) insurance you are required to carry is a workers' compensation policy for your employees. DBA insurance provides no coverage for property damage or loss of cargo. You must secure a separate policy for this risk.

The Contractor shall be required to obtain an Inland Marine or Motor Truck Cargo insurance policy. This policy must cover, at a minimum, perils of transit including, but not limited to, collision, overturning, fire, theft, and damage from loading/unloading.

Furthermore, in accordance with Peruvian law, specifically Law No. 27181 (General Law of Land Transport and Transit), commercial cargo transporters are responsible for the goods they transport. Therefore, you must also ensure your policy is compliant with all local Peruvian regulations for cargo liability.

The declared value of the cargo to be transported under this contract is estimated to be $1,200,000 USD. Your cargo insurance policy must provide coverage up to this amount.

Proof of this specific insurance coverage must be provided to the Contracting Officer no later than the pre-execution inspection on 27 August 2026. Failure to provide adequate proof of insurance will render the Contractor non-compliant and may jeopardize contract performance.

6. Please confirm the anticipated contract award date and whether a separate Notice to Proceed will be issued prior to the 28 August 2026 Period of Performance start date.

Response: Contract award and formal administrative notices will follow standard acquisition timelines. However, due to finalized flight metrics, the mission execution schedule is firm. The aircraft is scheduled to arrive at approximately 1600L on 28 August 2026. The Government requires the Contractor to make all personnel, linehaul trucks, and forklift assets available for physical inspection starting on 27 August 2026 (1600L). This ensures all provided equipment meets the precise download specifications required to safely handle the cargo and transport it to the final destination in Sauce. This timeline guarantees the Contractor a 24-hour window to correct any identified mechanical or technical issues before aircraft arrival.
