About this opportunity

Federal Prison Industries (UNICOR) issued Solicitation SV0177-25 for roof bar joist reinforcement construction services at the UNICOR Factory located at the Federal Correctional Institution in Cumberland, Maryland. The Department of Justice Bureau of Prisons sought a firm-fixed-price construction contract to furnish all materials, labor, and equipment necessary to install reinforcing bar joists in multiple locations within the facility. The solicitation required contractors to complete the project within 100 days of receiving notice to proceed, maintain current SAM registration, and attend a mandatory site visit scheduled for July 24, 2025. Evaluation criteria included price weighted at 50% and a combined technical capability and past performance evaluation weighted at 50%, with technical requirements including Maryland state licensure, OSHA training, and qualified key personnel. The deadline for questions was extended to July 29, 2025, with proposals originally due August 7, 2025, though the solicitation was ultimately cancelled on August 5, 2025, due to no attendees at the mandatory site visit.

This opportunity was designated as a 100% small business set-aside under NAICS code 238120 (Structural Steel and Precast Concrete Contractors) with a corresponding small business size standard of $19.0 million in annual receipts. No incumbent contractors or potential award values were specified in the solicitation documents, though contractors were required to hold their pricing firm for 60 calendar days from the proposal due date. The project timeline called for completion within 100 days from the notice to proceed issuance, with work to be performed exclusively at the Federal Correctional Institution in Cumberland, Maryland. UNICOR explicitly stated that they do not award subcontracts, making the prime contractor responsible for the entirety of the project scope. All prospective contractors were required to undergo background clearance procedures and submit residency certification forms as prerequisites for facility access, reflecting the sensitive nature of the correctional facility environment.
