About this opportunity

The U.S. Department of Transportation Federal Highway Administration issued a Notice of Intent on September 14, 2026, to award a sole-source, single-award Indefinite-Delivery Indefinite-Quantity contract to The MITRE Corporation for systems engineering development, testing, and research services, with a response deadline of October 1, 2026, at 2:00 PM Eastern Time.

FHWA is exercising sole-source authority under FAR 6.103-1 and FAR 6.103-3 based on MITRE's operation of the Center for Advanced Aviation System Development, a Federally Funded Research and Development Center with unique statutory standing and conflict-free capabilities. The contract ceiling is $9,800,000 over a 60-month ordering period, structured as Firm-Fixed-Price and Time-and-Materials task orders, with a minimum ceiling of $25,000.

Work supports FHWA's Office of Safety and Operations Research & Development at the Turner-Fairbank Highway Research Center in McLean, Virginia, and encompasses three task areas: systems engineering and technical support covering interdisciplinary systems engineering, model-based systems engineering, and RF spectrum analysis; interoperable digital exchanges addressing prototyping and technology transfer of neutral, interoperable platforms; and communications and stakeholder engagement including technical dissemination, public-private partnership facilitation, and multi-modal outreach. The effort investigates and evaluates emerging technologies including artificial intelligence, edge computing, radio frequency spectrum and communications, network engineering, position, navigation, and timing, and cybersecurity to improve safety and efficiency across surface transportation systems.

Capability statements from other responsible sources may be submitted by October 1, 2026, at malik.arnold@dot.gov, with the Contracting Officer's discretion determining whether to conduct competitive procurement.

The MITRE Corporation

7525 Colshire Drive

McLean, VA 22102

MITRE operates the Center for Advanced Aviation System Development (CAASD) Federally Funded Research and Development Center (FFRDC). Non-FAA government sponsors, including FHWA, are authorized to engage with and access the FFRDC's unique technical capabilities under Section V.C. of the CAASD FFRDC Sponsoring Agreement.
