About this opportunity
This solicitation seeks aerial application of larvicides to suppress spongy moth populations across multiple states. The USDA Forest Service Eastern Region is seeking these services to treat approximately 10,000 acres in Virginia, Tennessee, North Carolina and Kentucky in the base year, and 7,000 acres annually for four option years. Offerors must have experience providing fixed-wing aircraft, helicopters, pilots, ground crews and equipment for mixing and applying EPA-approved insecticides. Proposals are due by January 19, 2024 and will be evaluated based on technical qualifications, past performance, and price. Amendments to the solicitation provided additional clarification and extended the due date to January 16, 2024.
This opportunity is set aside for total small businesses. The primary NAICS code is 115310 and the small business size standard is $34 million. The period of performance is one base year starting in late April 2024 with an estimated 10,000 acres to treat, and four optional one-year extensions for approximately 7,000 acres annually. Place of performance will be in Millboro, Virginia and surrounding areas. Anticipated total contract value including options ranges from $5-10 million annually. Maps attached to the solicitation depict potential treatment areas across 11 states totaling up to 1.2 million acres for the Forest Service and 2.5 million acres for the National Park Service.

The USDA Forest Service is seeking to suppress spongy moth populations on the George Washington & Jefferson National Forests as well as selected sites on the National Park Service Shenandoah National Park. The primary objective is to preserve the resources in day use recreational areas which would lessen the potential for additional tree mortality that could impact visitor safety. Other states (Kentucky, Tennessee, North Carolina, and other areas of Virginia) in the southeast may need suppression in the future depending on population growth and other abiotic factors.
