Schedule of Items for Aerial Larvicide Applications: Suppression, Eradication, and Slow the Spread (STS)

OFFERORS SHALL SUBMIT THE FOLLOWING PAGES IN ADDITION TO THE

COMPLETED SF1449. This will become your price proposal and will be incorporated into resulting contract. Technical Proposal shall be submitted as a separate document. To be eligible for award, offeror must have an active registration in www.sam.gov.

SCHEDULE OF ITEMS

It is the intent of this solicitation is to secure a Fixed Price, Requirements Contract with a Base Year and four Option Years for the aerial application of larvicides to control spongy moth. This solicitation is sub-divided into four acreage items. Item 1 includes suppression treatment blocks using Foray 76B in Virginia for a treatment window that extends from late April to late May. Item 2 includes eradication treatment blocks using Foray 76B located in Virginia, Tennessee, North Carolina, and Kentucky and a treatment window that extends from late April to late May. Item 3 includes Slow the Spread (STS) treatment blocks using Foray 76B in Virginia, Tennessee, North Carolina, and Kentucky with a treatment window spanning from late April to late May. Item 4 includes treatment blocks that contain sensitive butterfly and moth species using Gypchek in Virginia, North Carolina, Tennessee, and Kentucky with a treatment a treatment window from late April to late May. The total acres assigned to the Base Year Contract (2024) represent current draft acres and are subject to change depending on federal funding and final planning.

The total acres assigned to each Item in the four option years represent the projected use for each year and not definite quantities. Award(s) may or may not be made to all four items.

Offers must use a base price of $6.15 per gallon for Jet A fuel and $6.35 per gallon for 100LL in preparing unit prices. In order to protect the contractor and the government from significant market fluctuations in the price of fuel, a lump sum adjustment will be made in the final payment of each Task order based on the actual price per gallon paid for fuel on the project compared to what would have been paid at the prices stipulated above. Upward adjustments cannot exceed 10% of the base fuel price. There is no limit on downward price adjustments. See solicitation clause at 52.216-4, Economic Price Adjustment -Labor and Material.

Offers may be submitted for Item 1, Item 2, Item 3, or Item 4 or for all four items. Five separate price proposals may be submitted if necessary (i.e., Item 1 only, Item 2 only, Item 3 only, Item 4 only and Item 1, 2, 3 and 4). If an offer is submitted for all four items only and you do not wish to accept an award of less than all four items, indicate “all or nothing” on your offer. For each item offered, the Offeror is required to provide a unit price per acre and total amount for aerial application at the doses specified and a unit price per hour and total for observation aircraft for the base year and all option years. If the intent is to propose only one Item, enter “no proposal” in place of prices on the item you do not intend to compete. For example, if you wish to offer on item 1 only, you must submit pricing for item 1 for the base year and all option years and write “no proposal” for items 2, 3 and 4 and for the base and all option years.
