About this file
This document is an amendment to a federal solicitation for suppression, eradication, and slow the spread of larvicides. The USDA Forest Service is seeking these services to suppress spongy moth populations on the George Washington and Jefferson National Forests as well as Shenandoah National Park. The primary objective is to preserve day use recreational areas and lessen potential tree mortality that could impact visitor safety. Other states in the southeast may also require suppression depending on population growth and environmental factors. The amendment provides answers to questions from prospective vendors to clarify requirements. It confirms the solicitation lists the key estimated acreage of 7,000 acres over four option years, though actual task orders will determine final amounts. Vendors should bid based on the schedule of items as written, with acreage to be determined later through task orders.

1. Queson: Could you provide me with examples of what "covered telecommunicaons equipment or services" are? I feel confident we will not be providing them unless VHF radios and AFF equipment and services are considered as "covered telecommunicaons equipment of services".
Answer: The potenal vendor does NOT provide for covered telecommunicaons and services.
Covered telecommunicaons/services are those produced by certain, US Gov approved companies for public safety and security of gov facilies.
2. Question: What needs to be submitted for the proposal?
Answer: (viii) 52.212-1 Instructions to Offerors – Commercial Products and Commercial Services (SEP 2023) (Provision) on pages two (2) and three (3) of the solicitation provides all requirements Offerors should submit to the Government.
3. Queson: In the solicitaon documents I noted 2024 acres at "approximately 10,000 acres of treatment" and "approximately 7,000 acres+/- in four opon years". When I look at the schedule of items 2024 aligns with the solicitaon documents, but the opon years are 5000 acres for 2025 and 2000 acres for the subsequent years. We are requesng clarificaon as to which of those numbers should be used when determining our pricing for the opon years. We are aware that predicng these numbers is very difficult and that they are variable based upon pest pressure. Our request is just to clarify the discrepancy.
Answer: As the schedule of items are writen, the Government indicated the key number " 7,000 acres +/-" for the opon years. The acres are unknown and cannot be guaranteed. If the Government’s predicon is accurate, there could be up to 11,000 acres total in the four (4) opon years. Conversely, in Opon year 1 (2025), the Government could have 5,000 acres via task order(s) and in Opon year 2, the Government could award 500 acres via task order(s), 500 acres in Opon year 3 and 500 acres in Opon year 4 (7,000 acres total with this alternave).
The Government understands forecasng will be difficult outside of the first opon year. Please, bid on the Schedule of Items as is. Acreage will not be finalized unl task orders are awarded.
