About this opportunity
The Department of Agriculture Forest Service seeks support services for Weber Basin Job Corps Center, with quotations due July 15, 2026, at 2:00 PM EST and questions due July 10, 2026, at 1:00 PM EST. This is a Total Small Business set-aside under NAICS 561320 (Temporary Help Services), with a corrected size standard of $34 million in annual receipts.
Place of performance is Ogden, Utah. The contract covers five labor categories—three Social Services Assistant positions, one Cook, and one Maintenance Worker—priced on an hourly basis for a 12-month base period from August 1, 2026, through July 31, 2027. Service Contract Act wage rates apply: Case Manager $19.41/hour, Cook $17.74/hour, Maintenance Worker $18.48/hour, plus mandatory fringe benefits including health and welfare ($5.55/hour), vacation, and holidays. The Government will fund only the first six months at award, with the remaining six months funded by modification when available; all offerors must price the full 12-month period. An optional six-month extension under FAR 52.217-8 may be exercised at Government discretion and will be pre-priced and evaluated at solicitation. Award will be Firm-Fixed-Price to the offeror offering best value.
The contractor must submit fully burdened hourly rates broken down to show overhead, fringe benefits, G&A, and profit for each position. Evaluation employs three equally weighted factors: Technical Capability, Past Performance (via CPARS), and Price. A Purchase Order Contract Manager must hold a bachelor's degree and five years' experience managing comparable programs. Contractor employees in healthcare professions must maintain current Basic Life Support certification at no cost to the Government. The contract is non-personal services; the contractor bears full responsibility for employee management and compensation during Government-funded holidays and winter breaks if operations continue. All offerors must submit pricing for all line items to be considered responsive.
