About this file

This is a Questions and Answers document for federal contract solicitation 12318726Q0141, Support Services Weber Basin Job Corps.

The document clarifies five key areas of the solicitation. First, the revised Proposal Evaluation Criteria submitted in SAM.GOV controls the evaluation, establishing Technical Capability, Past Performance, and Cost as equally important factors. Second, the Maintenance Worker position should be priced under SCA classification 23370 General Maintenance Worker at $23.98 per hour, as this classification is not separately listed in Wage Determination 2015-5483, Rev. 29. Third, resumes, biographies, and Letters of Intent for the Purchase Order Contract Manager and Project Coordination and Oversight Lead are not required with quotations but will be discussed with the Contractor Point of Contact by the Contracting Officer's Representative after contract award; substitute personnel must have equivalent qualifications and require 10 calendar days' written notice prior to substitution. Fourth, the Professional/Medical Liability Insurance requirement under FAR Clause 52.237-7 applies to all contract workers when the Purchase Order specifies a non-personal services arrangement, including Social Services Assistants, Cooks, and Maintenance Workers. Fifth, pricing submissions must include a breakdown showing overhead, fringe benefits, G&A, and profit along with fully burdened hourly rates for each CLIN (position), with no mandatory template format specified.

Q3: Key Personnel

PWS Section 5.0 identifies a Purchase Order Contract Manager and a Project Coordination and Oversight Lead.

This will be discussed with the Contractor POC by the COR, after Contract award – please see additional information below:

a. Upon receipt of a favorable background investigation from the contractor program manager, the on-site Government Technical Manager (GTM) will review the investigative documents for completion and take necessary actions to ensure the contractor employee has access to the center.

Q4: Professional / Medical Liability Insurance

PWS Section 6.1.2 references FAR 52.237-7 for non-personal services.

Can the Government please confirm whether this insurance requirement applies to the Social Services Assistant, Cook, and Maintenance Worker positions in this solicitation, or whether it only applies to clinical or healthcare-related roles?

The Revised Proposal Evaluation Criteria requests that pricing show overhead, fringe benefits, G&A, and profit, along with the fully burdened hourly rate.

Should this breakdown be provided for each CLIN, and is there a specific format or template the Government would like offerors to use?

That is correct for each CLIN (EACH POSITION) – there is no template – you can price each CLIN and on a separate page provide the requested information (overhead, fringe benefits, G&A, and profit, along with the fully burdened hourly rate).
